Description
The U.S. Department of Labor/OASAM/OPS/Division of Job Corps A&E and Construction Services is seeking qualified Contractors to provide Renewable Energy Credits for various Job Corps Centers. The requirements for this renewable energy credit purchase for DOL is summarized in the attached Request for Proposal. The renewable energy certificates however must be from new renewable energy sources such as wind turbine or solar power. “New renewable energy source” means the energy source was placed into service after January 1, 1999. These RECs shall be applied to DOL’s 2009, 2010 and Calendar Years (January 1 through December 31). The RECs must be Green-e certified. The amount of electric power to be offset by the RECs is 12,460 MWh/year. Firms capable of providing this required service are invited to submit its proposals including three copies of a completed Standard Form 1449 (SF1449) to: U.S. Department of Labor, OASAM, BOC/Office of Procurement Services/Division of Job Corps A&E and Construction Services, 200 Constitution Avenue, NW, Room N-4308, Washington, DC 20210; Attn: Eileen Garnett, Contract Specialist. Facsimile copies will not be accepted. Only those firms that submit its proposal by the deadline date of 3/9/2010 at 3:00pm EST will be considered for review. Offerors are required to include with its submission three project references with contact numbers and the name of the contract person. Applicants shall include the Solicitation No. DOL110RP20895 and project title of this FBO announcement on its proposal. This is a 100% Small Business Set Aside. The NAICS Code is 221119 and the small business size standard defines that “a firm is small if, including its affiliates, it is primarily engaged in the generation, transmission, and/or distribution of electric energy for sale and its total electric output for the preceding fiscal year did not exceed 4 million megawatt hours.” Firms shall indicate in its Certification and Representation that it is a small business concern as defined by the FAR and NAICS established for this solicitation. Service-Disabled Veteran-Owned, HUB-Zone, 8(a) businesses, women-owned businesses and small disadvantaged businesses are encouraged to submit.
