Description
FTR333 Sources Sought Notice - Revised THIS MARKET RESEARCH for determinations required by various Federal Acquisition Regulations. THIS IS NOT A REQUEST FOR PURCHASE. Any solicitation will be synopsized and posted at www.fbo.gov under a separate pre-solicitation announcement. Responsible sources having relevant experience and the capabilities to perform the work will be considered for determining the acquisition strategy of this Military Construction Project(MILCON). The determination of acquisition strategy for this acquisition lies solely with the government. The U.S. Army Corps of Engineers, Alaska District, is conducting this market research to ascertain if there are HUBZone Small Businesses which have the capability to Construct a standard Combat Pistol Qualification Course (CPQC) consisting of Automated Combat Pistol/MP Firearms Qualification; Range Operations and Storage Building SF 800; Separate Toilet/Shower Building SF 200; Grandstand/Bleachers EA 1; General Instruction Building SF 800; and supporting facilities consisting of Electric Service, Site Improvements, Information Systems. The fully automated fifteen lane CPQC to meet current requirements IAW TC 25-8. Primary facilities are located within perimeter of the range complex and include automated targetry and instrumentation system, Heated operation and storage building, 2 hole heated latrine with vault, lighted and heated enclosed bleachers 4 sided with 1 ea 20ft wide roll-up door and exit door to seat 40 soldiers, heated general instructional building, heated ammunition breakdown building, service roads and bridges, unit staging area, site improvements, associated range power, and data transfer cabling. Heating is required for targetry equipment using a self-contained system. Anti-terrorism/force protection measures are included. A comprehensive interior design package is required. The construction period is estimated to be approximately 12 months with a notice to proceed anticipated in September 2010. The applicable North American Industry Classification System (NAICS) code is 237990 - Other Heavy and Civil Engineering Construction, and the related small business size standard is $33.5 million. The estimated dollar magnitude of this project is anticipated to be less than $5,000,000.00. All interested small businesses are encouraged to respond to this announcement no later than March 9, 2010, 4:00 PM AST, by submitting all requested documentation listed below to: US Army Corps of Engineers, Alaska District, ATTN: CEPOA-CT-C/M (Graham), PO Box 6898, Elmendorf AFB, AK 99506-0898 or via email to aldone.r.graham@usace.army.mil. Interested parties shall register as an interested vendor and submit a capabilities package demonstrating the ability to perform work listed above. Packages should include the following information: (1) Business name, address and small business type, (2) a positive statement of your intention to submit an offer for this requirement as a prime contractor, (3) demonstration of the firm's experience within the past five years, by listing the actual construction projects completed. Provide the following: a brief description of the work performed to include project title, dollar amount and which functional areas were self-performed; a customer contact name and phone number for a customer knowledgeable of the work completed; and (4) attachments cataloging the firm's assets, personnel resources and financial resources that demonstrate the firm's responsibility and capability to perform the required work, including single and aggregate bonding capability.
