Description: This is a combined synopsis/solicitation for commercial software license and maintenance in accordance to FAR 12.603, as supplemented with the additional information included in this notice. U.S. Department of Education, Office of Federal Student Aid is soliciting a brand-name or equal to its current mainframe products from Acu Corp Software listed below. Product Name License Capacity User Count ACUCOBOL-GT Runtime Support 1 ACUCOBOL-GT Dev Sys Support 1 The current software is an integral component of the fulfillment function Direct Loan Servicing System (DLSS) and is integrated with a suite of products such as Code One Plus, Mainstream, and VeriMove and are installed on the following hardware: Hardware/OS Serial Num. CPUs RAM PA-RISC /HP-UX 11.11 cspff415 1 (2 Core) 4GB PA-RISC /HP-UX 11.11 csmff428 1 4GB The Government's current maintenance support for the Acu Corp products expire on March 31, 2010. Below are some of the key features for the current product - Acucobol-GT:  Advanced COBOL development system for extending and modernizing business critical COBOL applications.  Extremely portable COBOL, supporting single source, compile-once deployment on hundreds of platforms including most UNIX R, Linux R, Windows R, VMS, and MPE/iX systems.  Includes extensive facilities for interoperating with C, Java,.NET, and XML.  Supports connectivity to leading relational databases and ISAM data sources through both open and patented technologies.  Available for several distributed CICS environments, including IBM R, TXSeries R for Multiplatforms and Sun R MTP/MBM.  Supports this client and multi-tier client/server architectures, as well as COBOL Web services, and platform independent graphical user interfaces.  Flexible, scalable, works anywhere in the enterprise, from back office to point-of-sale, handhelds to mainframe.  Multi-component COBOL development system that includes a compiler, the COBOL Virtual Machine, the Vision indexed file system, a source level interactive debugger, and nearly a dozen support utilities.  Source code compatibility options reduce or eliminate conversion effort when you are migrating from a proprietary system.  Graphical technology allows creation of native graphical user interface with the Screen Section and familiar COBOL verbs like DISPLAY and ACCEPT.  A large set of portable runtime routines supports common operations such as executing operating system functions, retrieving error codes, managing files, and managing memory.  Offers extreme portability, with COBOL Virtual Machine, compiled applications can be moved from one platform to another without changes or recompilation. Instructions to Offerors The proposed software solution shall be comparable or superior to the features and functionalities of the AcuCobol products and shall be:  Must be a COTS product  508 compliant  Compatible with hardware platform Although the government is most interested in identifying small business sources, this solicitation is not a small business set-aside. Interested parties shall submit their quote and other requested information via electronic mail to the individuals identified below in the specified format: A. Comparative matrix of features and functionalities between the proposed product(s) and AcuCobol Software solution including initial cost for integration/configuration of new product (Maximum of 5 Pages in MS Excel 2007). B. Quote for the license and maintenance of the proposed product(s) including two (2) one-year option periods for maintenance renewal out-years. (Maximum of 2 pages in MS Word 2007 or Adobe Acrobat 8). C. Evergreen plan, which includes the release frequency of upgrades and versions to the product as well as historic defect rate for major releases (MS Word 2007 or MS PowerPoint 2007 format). D. 180-Day demo copy of the proposed product(s) at no cost to the Government (CD-ROM or electronic download). Quote shall be valid for 180 calendar days from the date of submission. Responses to this notice shall be sent to Mr. Linwood Cherry at Linwood.Cherry@ed.gov and Ms. Dega Hussen at Dega.Hussen@ed.gov. The Government shall evaluate quotes on the total cost for product replacement including technical and functional analysis as well as operational risk assessment. The award decision shall be based on best value determination. All interested parties must respond by the due date and time. No extensions or exceptions will be granted.
