- Background: It is the intent of the NIH/National Institute on Environmental Health Services (NIEHS) to modify contract HHSN276200800005C with Brogan & Partners to include Published Web Format versions of the journal Environment Health Perspectives (EHP). Currently, the Contractor assists NIEHS with the publication of EHP by (1) providing the EHP journal in a high publication quality and timely manner that is accessible in print and online and in accordance with the open access timeframe (within 24 hours of acceptance by the EIC); (2) maintaining all aspects associated with current practices for publication of a scientific journal to include, but is not limited to, updating and maintaining a web-based manuscript management system for use by EHP Editors; (3) offseting some of the costs of such services to the NIEHS by enhancing cost efficiencies associated with publication of the journal and other means of gathering revenue; and (4) marketing the EHP journal, and managing the collection of revenue. Modification: The Contractor shall use technology to convert the printed page into vivid online text and imagery and add reader-friendly features to appeal to today's growing market of online and mobile readers. Provide journal issues in Published Web Format (PWF), a plug-in, web-based solution. Produce outstanding visual quality equal to that of the print version of EHP, including color, clarity and impact. Digital version should allow readers to search for topics in the issue, or click on links and be transported additional background information or indexing information. The digital version's hierarchical table-of-contents, embedded page links, and phrase search and highlighting will make it easy to quickly access the articles or advertisements readers chose themselves. It should also enable readers to clip pages and save them, or even forward them to share with colleagues. Neither a PDF nor a web page, the online solution shall offer the advantages of higher circulation, increased revenue, stronger brands and increase readership.
