Description
The United States Coast Guard Surface Forces Logistics Center, Contracting and Procurement Branch 2, intends to issue a Commercial Request for Quote (RFQ) for Dry Dock Repairs to the USCGC WIRE (WYTL-65612), a 65 FOOT HARBOR TUG. The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The NAICS Code is 336611 and the small business size standard is less than 1,000 employees. The acquisition will be issued as a Best Value Request for Quote (RFQ), on or about March 3, 2010. The RFQ will be issued via the Federal Business Opportunity (FEDBIZOPPS) web page at www.fbo.gov. This requirement will be evaluated using past performance as an evaluation factor. Hard copies of the specification and solicitation will not be issued. It is incumbent upon contractors to monitor the FEDBIZOPPS web page for RFQ release and all subsequent amendments. FEDBIZOPPS also contains an optional automatic notification service. A CD-ROM containing all applicable drawings is available free of charge to contractors upon request not later than three (3) days from the solicitation issuance. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc). The acquisition is for DRYDOCK repairs to the USCGC WIRE (WYTL-65612) homeport in Saugerties, NY. The performance period will be 40 calendar days with a start date on or about June 1, 2010. The place of performance will be at the contractor's facility. The geographical restriction is 195 nautical miles of the vessels homeport of Saugerties, NY. The scope of the acquisition is for the overhauling, cleaning and repairing of various items aboard the USCGC WIRE (WYTL-65). This work will include but is not limited to perform ultrasonic thickness measurements, underwater hull plating, perform hull and structural plating repairs (7.6 pound), perform hull and structural plating repairs (10.2 pound), perform hull and structural plating repairs (15.3 pound), perform hull and structural plating repairs - eroded welds (steel), perform hull and structural plating repairs, overlay welding (steel), perform hull and structural plating repairs - crack (steel), modify shaft arrangement and renew propeller shaft, remove and inspect propeller shaft, reinstall propeller shaft, straighten shaft, remove, inspect, and reinstall propeller, perform minor repairs and reconditioning of propeller, clean, inspect, and test grid coolers, renew depth indicating transducer, remove, inspect and reinstall rudder assembly, install boat davit, pedestal and perform level 1 and level 2 maintenance, install new grey water/ sewage tank system, preserve underwater body - 100%, preserve freeboard - 100%, preserve superstructure, renew cathodic protection system, routine dry-docking, provide temporary logistics, renew rudder post cover and surrounding deck clean exhaust piping, renew aft bulwark, repair and test hull and half pipes, reseal mass deck, preserve weather decks, composite labor rates and lay days. Min water depth (nav. Draft): 8 ft. vertical clearance: 35 ft. All welding and brazing shall be accomplished by trained welders, who have been certified by the applicable regulatory code performance qualification procedures.
