Description
The Mission and Installation Contracting Command (MICC), Directorate of Contracting (DOC), Fort Benning, Georgia is currently seeking sources for a commercial service requirement for Refuse Collection and Disposal. This is not a solicitation announcement. This notice neither constitutes a Request for Proposal, nor does it restrict the MICC-DOC, Benning to the ultimate acquisition approach. No contract will be awarded from this announcement and requests for solicitation will not receive a response. No reimbursement will be made for any cost associated with providing information in response to this announcement. Any information submitted by respondents to this notice is strictly voluntary. This Sources Sought Notice is in support of market research being conducted by MICC-DOC, Benning to determine potential sources capable of fulfilling all requirements associated with refuse collection and disposal on Fort Benning, Georgia and Alabama.The contractor shall provide all labor, supervision, facilities, tools, materials, equipment, containers, vehicles and services necessary to perform collection, transportation, and disposal of refuse and waste generated on Fort Benning, Georgia, and Alabama. Areas which regularly generate refuse include, but are not limited to: barracks, administrative/headquarters and other office buildings, warehouses, dining facilities, medical facilities, training areas, and other buildings as required and as ordered. This contract includes all functions, tasks, and responsibilities normally inherent to a refuse collection and disposal contract. The contractor shall provide all vehicles, containers, and equipment necessary for the performance of this contract. Vehicle, equipment or container breakdowns shall not excuse a disruption of services. The contractor shall comply with all Environment Protection Agency (EPA) and Georgia Environment Protection Division (EPD) laws that become effective during the term of this contract as pertains to transportation and disposal of solid waste. Collection shall be as described herein and transportation and disposal shall be at a State approved solid waste management facility off-post. Contractors responding to this Sources Sought Notice shall provide to MICC-DOC, Benning, written technical capability statements, which include at a minimum: Company Name, Point of Contact and Number, Staffing Capacity and Government Contract experience for similar services. In addition to the capability statement, respondents shall provided answers to the following questions: Can your firm provide Refuse Collection and Disposal service to the institution as required as either a licensed prime contractor and/ or a subcontractor? The North American Industry Classification (NAICS) code for this service is 562111 which sets the small business at $12,500,000.00 annual revenues or less (At or below $12,500,000.00 is considered small, above $12,500,000.00 is considered large). Based on this standard, what is your business size, small or large? Is your firm eligible for participation in one of the following small business programs? If so, please indicate the program. 8 (a) program, Women-owned small business concern, Veteran-owned small business concern, or Service-disabled veteran-owned small business concern use of a price evaluation adjustment for a small disadvantage business concern. Can your firm provide firm-fixed unit price for future contract period? Please indicate the maximum number of years you can provide firm-fixed unit prices. 5 years, 4 years, 3 years, 2 years, and 1 year only. Does your firm have access to the internet to download solicitation materials? Yes or No. How many calendar days does your firm need to prepare a quotation? 15 days, 30 days, or 45 days. If awarded a contract, how many calendar days following the award would it take to begin providing services? No telephone request will be honored.
