Description
Type of synopsis: This synopsis is not a request for quotes or proposals. This is a pre-solicitation notice that a solicitation is scheduled to be released via FedBizOpps (www.fbo.gov) in the near future detailing requirements for a service requirement entitled: Thrust Bearing Guide Shoe Refurbishment at Lower Granite Dam. Quotes will be due approximately 2-3 weeks after the actual solicitation issuance date. This is scheduled to be issued Firm Fixed Price contract. Description of requirement: Lower Granite Dam has a spare thrust bearing assembly and a spare set of 8 upper generator guide shoes which have been damaged and need refurbishment. The refurbished shoes will serve as spares for use on the Main Kaplan Turbine Generating Units 1-3 at Lower Granite dam. Refurbishment will consist of inspection and either re-babbitting or skim cuts. The babbitt of the shoes is of a lead base. Physical descriptions are included below. Thrust bearing assembly: The thrust collar and thrust runner are one piece; the bearings run on the bottom of the thrust collar. For the purposes of this description, this piece will be identified as the Rotating Ring. The Rotating Ring is located above the rotor. It is nominally 38 inches high with an outside diameter of 106 inches at the top and an outside diameter of 122.5 inches at the bottom. The Rotating Ring is mounted on a nominal 39.5 inch diameter shaft. There is an interference and keyed fit to the shaft. The estimated weight of the Rotating Ring is 42.25 tons. The stationary portion of the thrust bearing consists of 12 steel-backed babbitt segments or shoes which are each supported on jackscrews. One 'set' consists of 12 shoes. The overall shoe thickness is 7.38 inches including a babbitt layer of approximately 0.38 inch. The nominal outside diameter of the shoes is 122 inches and the nominal inside diameter of the shoes is 52 inches. The upper generator guide bearings are shoe or pad types consisting of 8 pads. One 'set' of the upper guide bearing consists of 8 pads. The work is anticipated to include shipping to and from Lower Granite Dam, cleaning and inspections, re-babbitting and/or machining, as required as a result of the inspections. Informational drawings will be included with the solicitation when issued. Set-aside status: The solicitation is scheduled to be issued as a 100% Small Business set-aside. The North American Industry Classification System code for this requirement is 332710. Size standard for this NAICS code is: 500 employees maximum. Place of contract performance: Lower Granite Dam, 885 Almota Ferry Road, Pomeroy, WA 99347-9632 Conducting business with the Government: In order for contractors to conduct business with the Department of Defense, the contractor must provide registration information to the Central Contractor Registration (CCR). All Offerors must be CCR registered prior to receiving an award. Registration instructions may be obtained, and online registration may be accomplished, at www.ccr.gov. By submission of a quote, a vendor acknowledges the requirement to be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from the solicitation. Prior to quoting, it is preferred that vendors complete the Online Representations and Certifications (ORCA), which requires CCR registration including an MPIN number. Instructions may be obtained and required information may be entered at http://orca.bpn.gov. If you are not ORCA registered, you will need to complete and provide paragraphs (B) through (I) of provision 52.213-3 in the solicitation. When available, the solicitation documents for this project will be accessible via FedBizOpps at www.fbo.gov. No CDs or hard copies will be available. Offerors are responsible for checking the referenced page for any update(s) to the Notice.
