- RECOVERY Mesa Verde National Park intends to award a sole source acquisition, in accordance with FAR 6.302-1(a) to: Trams International, 6801 Suva Street, Bell Gardens, CA 90201 Trams International is one of only two tram/tug manufacturers that currently produce a tram power car and trailer combination that operates on a wide-variety of fuels including biodiesel that would meet the public transportation operating requirements of Mesa Verde National Park. The only other manufacturer would require five trailers to connect with a tug tow-tractor that is not designed for off-road public transit operation and is not recommended given that the application at Mesa Verde National Park is an off-road public transportation operation. More importantly, Trams International is the only vehicle manufacturer in the United States that currently produces a tram power car that operates on electricity that would meet the public transportation operating requirements of Mesa Verde National Park. As the Value Analysis directs the use of both biodiesel and electric trams, sourcing with one manufacturer becomes appropriate to enable efficient interconnectivity of power cars and trailers. This notice of intent is not a request for competitive proposals. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within ten days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No formal solicitation shall be issued.
