- RECOVERY STIMULUS PROJECT #39286 PROJECT NAME: ACCESS ROAD FROM ADAACG TO TRANSIENT AIRCRAFT RAMP TAS: 21392862022: TAS THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO THE SPECIFIC CONTRACTOR IDENTIFIED BELOW PERSUANT TO THE DEFENSE FEDERAL ACQUISITION REGULATIONS (DFARS) 252.219-7009 SECTION 8(a) DIRECT AWARD (SEP 2007). This project is an American Recovery and Reinvestment Act (ARRA) funded project. The Mission & Installation Contracting Command, Directorate of Contracting, Fort Bliss, Texas intends to issue a solicitation W911SG-10-R-0009 to Beacon Services; 1460 Common Drive; El Paso, TX 79936-5922 pursuant to the Defense Federal Acquisition Regulations (DFARS) 252.219-7009 - SECTION 8(a) DIRECT AWARD (SEP 2007) for a firm fixed price contract for a paving requirement on Fort Bliss, Texas. The scope of the project is to construct a new 36 wide access asphalt road from ADAACG to Transient Aircraft Ramp (2). Construction of the new road will include removal of existing asphalt roads (cold milling, hauling, and spreading of asphalt to the new location within 5 miles from the construction site), partial demolition of an existing rock wall and anchor rods, removal of (20 x 20) concrete slab, new fill material as required to comply with road final elevations, compaction of existing sub-base material (compacted to 95%), placement and compaction of new base material (6 thick, compacted to 95%), application of prime coat, placement of bituminous paving (3-HMAC), and stripping of the new road. All work performed for this project will be located on the Fort Bliss Military Reservation, El Paso County, Texas. The Government anticipates a performance period of 180 days after date of award for completion of the project. In accordance with Federal Acquisition Regulation (FAR) Part 36.204, the magnitude of this project is expected to be between $1,000,000 and $5,000,000. The applicable North American Industrial Classification System Code (NAICS) code is 238990 All Other Specialty Trade Contractors with a size standard of $14.0 million. The solicitation will be issued directly to the contractor identified above. The solicitation and any amendments will not be issued through, or posted on, the Federal Business Opportunities web page as this is not a competitive procurement. The purpose of this special notice is only to inform industry of the intent of Directorate of Contracting at Fort Bliss, Texas as required for all Recovery Act Projects. This is in accordance with the guidance provided by President of the United States and the Recovery Accountability and Transparency Board.
