Description
J&A as Required under FAR 5.2 DS/OFM/IM has identified the Zebra Card Printer model P520i as the primary production printer for identification documents created by DS/OFM. The security laminate is a required component that prevents the unauthorized duplication of identification documents produced from this office. The laminate contains an indelible, holographic image of the Department of State's seal, which is impervious to modification once heat-laminated to teh surface of the PVS identification card. This security device is recognized by law enforcement agencies throughout the U.S. and its territories and also registered with the American Association of Motor Vehicle Administrators (AAMVA). DS/OFM only has less then one month of laminate supply for production of identification documents currently available. An interruption in supply will prevent OFM from issuing identification documents thereby endangering the public and members of the foreign diplomatic community and their dependants accredited to the United States and its terroritories. This action falls under FAR part 6.302-2 as this procurement is needed urgently to fill a need for additional laminates as there is less then a month supply remaining to continue operations for the Office of Foreign Missions which may be harmed if production must stop due to lack of these laminates which are vital in supporting the nation's foreign diplomatic community.
