- NAICS Code: 541712The U. S. Environmental Protection Agency intends to negotiate a sole source purchase order with Dr. Jude Kastens at the University of Kansas for professional services. Dr. Kastens is the developer and source code programmer of the DEM-based floodplain mapping model FLDPLN (or ?Floodplain?). As currently written, the model is not usable by non-experts, nor is it in a readily available programming language, or available as stand-alone software, which is a requirement of the EPA?s Rapid-River Typing project. In order to meet the program office needs, Dr. Kastens will be tasked with either developing (1) ?R? programs for FLDPLN model execution; or, (2) with a stand-alone, royalty-free FLDPLN model user interface. Period of performance for this order will be 12 months from date of award. The circumstance permitting soliciting from a single source is FAR 13.106-1, "...contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available..." Interested persons seeking to challenge the sole source justification must present, in writing, clear and convincing evidence of their capability to provide the requirements within 15 days after the date of publication of this notice. Any response failing to provide the aforementioned data but instead choosing to merely submit a routine letter requesting a copy of an RFQ will be ignored. No RFP/RFQ will be made available. A determination by the Government not to compete this proposed purchase order based on this notice is solely within the discretion of the Government. The intent of this synopsis is to determine if a comparable source is available and more advantageous to the Government. Submit responses to the U. S.
