Description
Solicitation reprinted in its entirety to incorporate changes from Amendment 0002. Amendment 0002 This solicitation (SP4705-10-R-0003) is being reissued as an Unrestricted Requirement. See attached solicitation which incorporates changes from Amendment 0002. This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-35. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. The solicitation number is SP4705-10-R-0003 and is issued as a Request for Proposal (RFP). The North American Industry Classification (NAICS) Code is 611710 – Educational Support Services and the business size standard is $7.0m per annum. The objective of this procurement is to obtain technical support to conduct applied and/or action research to advance understanding and practice and studies and analyses for the NDU in the areas such as information technology (IT), education technologies (ET), data analysis, academic research, and other academic areas addressed by NDU components. All reference material, reprints, questionnaires, abstracts, source code, data collection forms, analyses and results, data breakout sheets and other supportive data shall become the property of the Government. The Government will provide sufficient workspace at the worksite for contracted personnel. The Government will provide access to laboratory facilities, laboratory equipment, and essential office furniture, equipment and supplies necessary for the performance of work under this contract. TECHNICAL SERVICES: A. Task Overview. In general, the resulting contract will require the delivery of technical and non-technical analyses, research, program/concept studies & assessment, demonstrations & experiments support, literature reviews, preparation of data collection forms, data collection and data analysis and hands-on experience with hardware and software. The contractor shall provide the necessary services using three labor categories, Research Assistant, Research Fellow and Senior Fellow, to support National Defense University. In addition the contractor shall: Participate in working groups, meetings and conferences of the sponsor’s effort. The contractor shall be required to conduct original research including documentary and interview research. The contractor shall conduct coordination with agencies internal and external to the Federal Government. The nature of the required effort demands that the contractor be capable of quick response to tight deadlines. These deadlines are, at times days or weeks from receipt of the tasking as specified in each deliverables. The contractor shall be required to analyze position papers, plans or briefings, and provide technical support in evaluations of problem areas. B. Task Statements: 1.0. The contractor shall review, analyze, and document specific operational procedures; perform feasibility studies. Prepare technical reports. 2.0. The contractor shall develop, refine, and exercise models utilizing simulation, simulation emulation, and numerical and statistical analysis techniques for research and research-based studies and analysis projection. 3.0. The contractor shall research and report on national security related topics and issues and develop feasibility studies reports. 4.0. The contractor shall review, develop and evaluate educational software, including web-based information sources – syllabi, electronic anthologies, information and knowledge portals, COTS solutions, and custom applications. 5.0. The contractor shall integrate and support database management efforts. These efforts include: data conversion, data translation, and web-based development and interface support. 6.0. The contractor shall provide technical reviews and evaluations of proposed information technology (IT)/education technologies (ET) applications into NDU component curriculums, academic departments, and classrooms (e.g. human-computer interface submissions). 7.0. The contractor shall conduct research and evaluate feedback from students, faculty, and staff regarding IT and ET – including, but not limited to, usability studies, effectiveness studies, etc. 8.0. The contractor shall research government and industry best practices to advance understanding and practice in areas of academic interest, e.g., program management, acquisition, etc., in order to infuse and integrate current research products into the classroom, enhance the quality of education, contribute to the welfare of students, and serve the mission of the College and University. 9.0. The contractor shall provide technical support, design, and configuration of software and hardware for educational technologies that support instructional methods including laboratories, distributed learning and classroom instruction. 10.0. The contractor shall support travel for this effort. All travel shall be conducted in accordance with the Joint Travel Regulation and shall be pre-approved by the Contract Officer Technical Representative (COTR) or Contracting Officer. C. Definition of Labor Categories: (1) RESEARCH ASSISTANTS: The contractor shall provide Research Assistants with skills and/or major study endeavors in such as, but not limited to, areas as human factors, computer science, information sciences, and education, and who are undergraduate students at the Junior or Senior level and are enrolled full-time at colleges or universities in the Washington, D.C. area. Research Assistants shall typically perform tasks identified above in Section 4B (1, 2, 4, 5, 8 and 9). Research Assistants are expected to work a minimum of ten hours per week during the academic year, and up to 40 hours per week all other times of the year. The contractor shall be required to initially provide four (4) Research Assistants with the capability to increase up to a total of six (6). (2) RESEARCH FELLOWS: The contractor shall provide Research Fellows with skills and/or major study endeavors in such as, but not limited to, areas as human factors, computer science, information sciences, and education, and who are graduate students enrolled full-time at colleges or universities in the Washington, D.C. area. Research Fellows shall typically perform tasks identified above in Section 4B (1-8). Research Fellows are expected to work a minimum of ten hours per week during the academic year, and up to 40 hours per week all other times of the year. The contractor shall be required to provide one (1) Research Fellows with the capability to increase up to a total of two (2). (3) SENIOR FELLOW: The contractor shall provide Senior Research Fellows with the skills to conduct research, infuse and integrate research products, provide service, and engage in professional development that enhances student learning, supports the mission and goals of the university, and improves the preparation of professionals in education. Senior Research Fellows are college or university professors currently on the faculty of accredited institutions of higher learning who provide technical and analytical support for short-term projects defined by the university. Senior Fellows are expected to work a minimum of 70 days per academic year. Senior Fellows work a specified number of days on projects as required by the university and earn a daily rate. The contractor shall be required to provide one (1) Senior Research Fellow with the capability to increase up to a total of two (2). (4) PROJECT DIRECTOR: The contractor shall provide a Project Director for this effort. The Project Director shall be responsible for the security screening, recruiting, hiring, administration, and supervision and management of all contractor personnel. This task is projected to require approximately 100 hours per year. See the attached document for additional information within Statement of Work within the attached document. KEY PERSONNEL STATEMENT: Resumes are required to be submitted to the COR for every employees assigned to perform under this statement of work. The resume shall contain documented experience directly applicable to the functions to be performed. Further, these prior work experiences shall be specific and of sufficient variety and duration that the employee is able to effectively and efficiently perform the functions assigned. Relative Importance of Evaluation Factors. Technical factors when combined are significantly more important than price. PERIOD OF PERFORMANCE: The period of performance for the resultant contract will be for one year from date of award, full time at 2080 hrs per year. PLACE(S) OF PERFORMANCE: It is anticipated that most activities will be performed at the NDU main campus located at Fort Lesley J. McNair in Washington, D.C. The University also has several off-campus activities with offices located in the surrounding metropolitan area of Washington, D.C., Maryland, and Virginia. In addition, there may be occasional projects that would require travel outside any of the main and off-campus locations. If work is required outside of the immediate Washington, D.C. area, travel shall be conducted in accordance with the Joint Travel Regulation and shall be pre-approved by the Contract Officer Representative and Contracting Officer. TRAVEL: Travel is not a proposed item, the Government will provide a specified amount on the contract and the contractor is responsible for providing documentation on a cost-reimbursable basis. 1-2 research-related trips may be required in the base year. All travel is expected to be within DoD per diem limits, per the Federal Acquisition and Joint Travel Regulations. Travel Requirements: When travel is required in support of this proposal, all travel will be funded by the Government on a reimbursable cost basis at a rate comparable to or in accordance with the Joint Travel Regulation (JTR). Receipts must support all travel costs exceeding $75. The COR/TOR must review and approve all travel expense reports prior to invoicing. The receipts shall be provided with the original invoice to the COR/TOR to allow for validation of the invoice. Hotel, rental car, airline costs must be supported by paid receipts. The Contractor will be reimbursed for travel to provide support at a Government site or other site as may be specified and approved by the COR under this effort. All travel shall be approved, by the COR, prior to commencement of travel. The contractor shall be reimbursed for actual allowable, allocable, and reasonable travel costs incurred during performance of this effort in accordance with the DoD joint travel regulation (JTR). Upon completion of travel, contractors shall provide a completed trip report to the designated government representative for review. TYPE OF CONTRACT: The will be a Firm Fixed Price Contract for twelve (12) months and no options. HOURS OF OPERATION: Regular work hours will be consistent with mission and operational requirements. Hours shall routinely be coordinated with the COR based on need and schedule for that month. Hours exclude legal public holidays and other times the agency is authorized to be closed by the NDU. The contractor shall work a 40-hour week. See the attached document for additional information within Statement of Work within the attached document. The Offeror must include a completed copy of the following provisions: 1. FAR Clause 52.212-1 Instructions to Offerors Commercial; 2. As stated in FAR Clause 52.212-2 (a), the Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered; 3. FAR Clause 52.212-3, Offeror Representations and Certifications Commercial Items; 4. FAR Clause 52.212-4, Contract Terms and Conditions Required To Implement Statues or Executive Orders Commercial Items, Contract Terms and Conditions Commercial Items; 5. FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items Deviation for Simplified Acquisitions. The Offeror must include in their proposal the following items: a. Date of proposal; b. Company name, address, Cage Code, and Point of Contact; c. Completion of SF1449 (the attached form); d. Total Cost (Completion of Section B); e. Travel estimate not required as Government will specify amount on cost-reimbursable basis; f. Resume(s) of candidate; g. Taxpayer Identification Number (TIN); and h. Certification of business size. Note: In order to receive an award, offerors must have a valid registration in the Central Contractor Registration (CCR) www.ccr.gov.
