Description
Amendment No. 3 is here by issued to address Request For Information. 1. On page 78 of the CCC, item 115 "FAR 52.215-1-Instruction to Offerors-Competitive Acquisition (1/04)", Alternate I (Oct 1997), paragraph (f)(4), it is stated: "The Government intends to evaluate proposals and award a contract after conducting discussions with offerors whose proposals have been determined to be within the competitive range" [underscore added]. On the other hand, on page 2 of the SPN, item 1 "FAR 52.215-1-Instruction to Offerors-Competitive Acquisition (1/04)", paragraph (f)(4), it is stated: "The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306 (a))" [underscore added]. Further down in this paragraph it is stated: "The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary." a. Please confirm if the contract award will be made after conducting discussions. Answer: Contract award can be made without discussions or after conducting discussion. 2. On page 63 of the CCC, item 98 "GSAM 552.219-72-Preparation, Submission, and Negotiation of Subcontracting Plans (6/05), paragraph (a), it is stated: "An offeror, other than a small business concern, submitting an offer that exceeds $500,000 ($1,000,000 for construction) shall submit a subcontracting plan with its initial offer" [underscore supplied]. a. Since this Solicitation is set aside for small business concerns, please confirm that oferrors are not required to submit a subcontracting plan with their proposals. Answer: Offerors are not required to submit a small business plan. Amendment # 1, question # 8 deletes the "Small Business Subcontracting Plan" section of Volume 1 of the Specifications. 3. With regards to Section 00200 "Applicable Hourly Minimum Wage Rates Notice: a. Please clarify if the "Fringes" under this section represent minimum fringe benefits to be paid by the Contractor for each work classification. Answer: The Davis-Bacon Wage Determinations are the prevailing wage rates to be paid on federally funded or assisted construction projects.
