- The contractor shall provide the necessary labor, personnel, materials, equipment, etc., for the administration, data integration, and interpretation of three SEAS projects, SEAS-Beach Watch (SEAS-BW), SEAS-Regional Pelagic Habitat (SEAS-RPH) monitoring project, and SEAS-Rocky Intertidal (SEAS-RI), as well as the on-site supervision of volunteers and interns in support of these three monitoring projects. Responsibilities include: maintenance and upgrades to current data base and data sets for three sanctuary projects: SEAS-BW, SEAS-RPH monitoring project, and SEAS-RI; integration of data bases and data sets with other marine animal and habitat monitoring projects within and outside the sanctuary program; post interpreted findings of status, trends and overall health of seabirds, marine mammals, sea turtles, neritic and offshore habitats, and when applicable, the rocky intertidal habitat e.g. for comparing impacts biodiversity and across habitats from climate change and ocean acidification; integration of SEAS data sets; tracking and analyzing volunteer statistics; statistical and geo-spatial analyses of field sampling for birds, mammals, and human impacts; maintenance of a scientific data analysis work station at the Gulf of the Farallones National Marine Sanctuary (GFNMS) offices for visiting scientists. Findings shall be posted on the sanctuary web site, GFNMS Sanctuary Information and Monitoring Network (SIMoN) web site in the form of annual reports, independent and issue related tables, charts, maps, Google Earth and Google Ocean accounts and images by beach, habitat and/or region, podcasts and YouTube videos and slideshows. Other responsibilities include: volunteer recruitment and training when funding as available, volunteer supervision and recognition; production and distribution of volunteer program materials such as brochures when funding is available; management of permit reporting requirements; management of volunteer paperwork and distribution of permits; management of data and samples collected; maintenance of SEAS-BW on-line and workstation data entry and query programs, and data management programs for all SEAS projects in Excel, Access, ArcView; maintenance of digital images cataloging and archives for all SEAS monitoring projects; emergency response and damage assessment programs as they relate to monitoring programs; integration of SEAS data sets with other long-term monitoring projects at GFNMS, including biological and physical parameters. Any resulting contract will be awarded as a firm-fixed price. The period of performance is for one (1) base period with two (2) additional one-year period(s). Documents for the Request for Proposals (RFP) will be available on or about March 11, 2010, to download through the Government's Federal Business Opportunities (FedBizOpps) website at http://www.fbo.gov/. No paper copies will be issued. It is recommended for interested parties to register on FedBizOpps to receive notification regarding this procurement; however, it is incumbent upon vendors to monitor the FedBizOpps website for release information. Interested parties should use the FedBizOpps register to receive notification through the use of the "Watchlist" feature and to register as an interested vendor through the use of the "Add Me To Interested Vendors" button. This should provide notification when the RFP becomes available for download as well as all postings of information associated with this solicitation, thereafter. Each potential offeror is responsible for checking this website to gain all current information related to the solicitation, specification, drawings, and all subsequent amendments. Any further announcements regarding this solicitation will be posted only at http://www.fbo.gov/. The ESTIMATED response due date is April 13, 2010 ; however, the actual due date of offers may be adjusted based upon the actual posting date of the solicitation and the information will be stated within the solicitation documents. This procurement is full and open to all interested parties. The NAICS Code is 541990 with a size standard of $7 million.
