Description
PRE-SOLICITATION NOTICE Description: The Department of Veterans Affairs, National Energy Business Center anticipates soliciting sources and subsequently awarding a contract for the Design Build project known as ""Co-Generation Energy System, Togus Veterans Affairs Medical Center (VAMC) Augusta, ME 04330". The contractor shall be responsible for all phases of the project and subject to VA approval at designated project milestones. The contractor shall utilize technology and equipment which results in the lowest delivered energy cost (steam, chilled water and electricity) to the VA Medical Center. As a minimum the project shall consist of industrial-grade biomass gasifiers and boilers, material handling (including truck unloading, biomass transfer and ash collection), alternating current (A/C) generator(s) and associated generator and controls; power metering, data acquisition, and computer control equipment; utility interconnection equipment, including but not limited to transformers, switchgear, and protective relays; computer control software; and associated ancillary materials and equipment. As well as the gasifiers and boilers the steam generating equipment may include deaerators, condensate return units, breeching, piping and steam accessories required for steam delivery which satisfies the VA Medical Center steam delivery criteria. Steam chillers may be proposed to increase plant utilization and overall efficiency. The proposed system shall be able to provide automatic start-up and shutdown of the generating equipment based primarily upon time-of-day information, but should also include provisions for automatic start-up and shut-down based upon other inputs such as utility power interruptions and Medical Center emergency power requirements. As such the generating equipment shall be capable of operating in an island mode, without utility supplied power. The successful contractor shall provide and install complete systems and shall support equipment under a turnkey contract. The offer shall include all design services, project financing, engineering, and construction management services. The contractor shall be responsible for obtaining the necessary air permits and environmental compliances. The developer shall follow the VA guidelines for design build process. A detailed commissioning plan is required to include all aspects of the system including the control system, initial setup and operator training. The VA has published the design build process and related information on the website of VA Office of Construction and Facilities Management at: http://www.cfm.va.gov/contract/ae.asp. The VA will not accept any offers that disclaim parts of the required work to make the unit complete and ready for use. A feasibility study for Co-Generation / Tri-Generation Energy Systems at the site has been completed and will be provided in the RFP when issued. The design and installation of this project shall not exceed 540 days from Notice to Proceed. Contractor will try to utilize green building materials where applicable. The contractor shall furnish all labor, materials, supplies, and travel, to perform work under this project. The work will include but not be limited to architectural and engineering design services, general construction, alterations, mechanical, plumbing, fire protection, electrical work, utility systems, necessary removal of existing structures, construction, and certain other items. The location of the work will be at the Togus Veterans Affairs Medical Center (VAMC) 1 VA Center, Augusta, ME 04330. The solicitation will be issued under NAICS 237130, Power and Communication Line and Related Structures Construction with a size standard of $33.5M. The solicitation will be issued as FULL AND OPEN COMPETION. The solicitation will be issued on or about March 11, 2010 and proposals will be due thirty calendar days thereafter, at The Department of Veterans Affairs, National Energy Business Center 4141 Rockside Road, Suite 110 Seven Hills, Ohio, 44131. There will be no public bid opening. The Government intends to award a firm-fixed-price contract. This notice is not a request for competitive offers. Magnitude of Construction is expected to be between $5,000,000 and $6,000,000 for this project. After solicitation issuance, contractors may view and/or download this solicitation and all amendments at the Federal Business Opportunities (FBO) website.
