- Military Working Dog (MWD) Initial Market Research Search The US Army Contracting Command, CECOM Contracting Center Washington is seeking sources on behalf of the US Armys Office of the Project Manager Close Combat Systems for the components of a prototype Military Working Dog (MWD)Handlers Kit to support the following MWD requirements and missions: Specialized Search Dogs (SSD), Patrol Explosive Detection Dogs (PEDD), Military Mine Dogs (MMD), Patrol Narcotics Detection Dogs (PNDD) and Combat Tracker Dogs (CTD). The MWD Handlers Kit is to be commercially available and must meet the criteria below. The following criteria for the commercially available MWD Handlers Kit must be met: Gear Bag: Must be a back pack type bag capable of carrying Gear needed for dog with a minimum of 1709 cubic inches of cargo space and 100 ounce hydration system included. It must be durable, abrasion resistant and capable of being integrated into the MOLLE-(please spell out) system. It must also be in Military type color:OD green, Black, or of ACU pattern. Harness (Nylon): Must be designed so as not to slide around on the dog and available in small, medium, and large sizes. Must also have a chest strap that has a two way adjustment and underbelly strap and be durable, padded and lined for the dogs comfort. All straps must be fastened with VELCRO. Lead 6 foot (Leather): Lead must be treated with oil to soften, preserve, strengthen and waterproof the leather. It must contain a handle on one end and 1 inch brass snap on the other. Lead 6 foot (Nylon): Lead must be made of double ply nylon. It must contain a handle on one end and 1 inch brass snap on the other. Lead 6 foot (All Weather): Lead must be made of an all weather non-slip maintenance free material. It must contain a handle on one end and 1 inch brass snap on the other. Lead 30 foot (Agitation): Agitation lead must be made of nylon and contain a handle on one end and 1 inch brass snap on one end. Lead 30 foot (Web): Lead must be made of nylon webbing and contain a handle on one end and 1 inch brass snap on one end. Lead 26 foot (Retractable): Must be durable with soft grip handle, positive locking system, instant stop brake and belt clip. Collar (Leather): Must be available in small (18 inches x 1 inch), medium (22 inches x 1 inches) and large (26 inches x 2 inches sizes and have heavy duty brass ring and buckle. Collar (Nylon): Must be available in small (18 inches x 1 inch), medium (22 inches x 1 inches) and large (26 inches x 2 inches) sizes and have heavy duty brass ring and buckle. Chain (Choke): Must be made of stainless steel and available in small (21 inches x 4mm), medium (23 inches x 4mm) and large (27 inches x 4mm) sizes. Collar (Pinch): Must be made of stainless steel and designed to spread pressure evenly around the dogs neck. End links must be rounded and must be available in small (21 inches x 4mm), medium (23 inches x 4mm) and large (27 inches x 4mm) sizes. Muzzle (Quick Fit): Must be general purpose, made of nylon with VELCRO fastening for easy adjustment to fit dog. It must be mesh with open front to allow for easier panting and breathing and ability to drink. It must also be available in small, medium, and large sizes. Muzzle (Leather): Must be made with steel reinforced nose piece and padded liner for dogs comfort and be available in small, medium, and large sizes. Muzzle (Agitation): Must be leather with steel reinforced nose piece and be available in small, medium, and large sizes. Chain (Kennel): Must be steel construction, welded links 106 inches long with bolt snap. Stake (Tie out): Must be steel construction 18 ea., 24 inches long and have a domed shaped top to prevent the dogs chain from being tangled. It must also be designed to be driven into the ground by hammer and designed to prevent the stake from turning after installation. In addition, it must also have d-Ring type swivel to attach chain. Blanket (Dog): Blanket 72 inches x 80 inches, odor, moisture and stain resistant, machine washable and tear resistant. Boots (Dog): Must be made of nylon with leather soles and must be available in extra small, small, medium and large sizes. Crate (Shipping): Must be 32 x 22x 26 inches when unfolded, no more than 5 inches high when folded, weigh not more than 44 lbs, with lockable door. Bowl (Spill Proof): Must be non-slip, anti splash, spill resistant bowel used for water or food and must have top dimension of 8 inches, inside hole no less than 4 inches, and 2 inches deep. Brush Animal Grooming: Must be oval shaped with wooden head and stainless steel tips on bristles. Comb Animal Wooden handle: Must be chrome nickel plated with brass body, wooden handle, 38 teeth and.031 inch separation between. Comb Animal Stainless Steel (shed blade): Must be stainless steel with dual sided (fine/course) shedding blade, and plastic handle. Apron Grooming: Must be light weight and treated to protect from water, hair, and chemical stains. In addition, it must have two front pockets, zippers on pocket bottoms, neck strap with five snaps and long ties at waist. Trimmer Nail Animal: Must be surgical stainless steel, with positive lock, non slip handles, and 6 inches overall length. Rake Animal Undercoat: Must have nickel plated head pins with brush size 5 1/2 inches in length and head size is 3 1/2 inches long x 1/2 inch wide. Brush Animal (Slicker): Must have curved head and stainless steel bristles. Tool De-Shedding: Must have stainless steel de- shedding edge of 2 inches. Clippers animal: Must be dual voltage with direct drive motor and 16 foot power cord with storage case. Container Gear for Handler: Must be watertight, crushproof, and dustproof 4 wheeled container with automatic pressure equalization valve. Must be lockable with fold down handle. Exterior dimensions must be: 44 inches x 25 inches x 16 inches; Interior dimensions must be; 42 inches x 22 inches x 15 inches. All responsible sources may identify their interest and capability to respond to the requirement. Responses should include a Rough Order of Magnitude (ROM) and any quantity price breaks for the components of the MWD Handlers Kit. Responses shall be no longer than 10 pages and will indicate compliance with the definition of a commercial item in accordance with FAR 2.101.This notice of intent is not a request for competitive proposals. However, all proposals received within 30 days after date of publication of this market research announcement will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. The data received in response to this RFI is for information purposes only and does not mandate or impose requirements. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
