- Description
- The US Navy is seeking qualified distributors, suppliers and/or manufacturing sources of a washable, flame resistant (FR) bedspread/cover for use aboard submarines. Conceptually, the bedspread/cover could be laid on top of other bedding within the berth, could be layered between a 100% wool blanket and the user (similar to a bed sheet), or could be used in lieu of the wool blanket. The bedspread/cover must meet the finished size requirement of 56 inches wide by 88 inches long (tolerance 2 inches). The color is not critical; however, neutral is preferred. Construction of the bedspread/cover is not limited to a woven fabric. The bedspread/cover shall meet the durable FR requirement detailed below through fabric treatments or via inherently FR fibers. The FR characteristics must remain through extended launderings. Other desired salient characteristics include a single ply of fabric, durable stain resistance, and good colorfastness properties. Submissions shall be sent to Mr. Ken Jackson at the Navy Clothing and Textile Research Facility, Building 86, Kansas Street, Natick, MA 01760. Submission packages must be received by COB 30 March 2010. Submission packages shall include two bedspreads/covers, as well as documentation detailing dimensions, fiber type, construction details, and any test results which validate that the proposed candidate has FR characteristics both initially and after extended launderings. Applicable Material Safety Data Sheets (MSDS) should also be included. Submitted information and the bedspreads/covers will not be returned. After initial review and evaluation of industry submissions, the most promising items may be down selected and subjected to additional physical property testing at NCTRF. Ultimately, FR testing will be conducted on selected candidates in accordance with Aircraft Material Fire Test Handbook, Chapter 18, Recommended Procedures for the 4-ply Horizontal Flammability Test for Aircraft Blankets. Testing shall be conducted initially and after 15 launderings (Shipboard Formula III). The threshold requirements for the initial and laundered samples are 5 seconds (maximum) Flame time, 5 seconds (maximum) Drip flame time, and no demonstration of holing, flame penetration, or burn-through. This Sources Sought Notice is not a Request for Proposal or a request for a quotation. No solicitation exists. This synopsis is not to be construed as a commitment by the Government to procure these items, nor does the US Navy intend to award on the basis of the Sources Sought Notice or otherwise pay for the information requested. No entitlement payment of direct or indirect cost or charges by the Government will arise as a result of submissions of responses to this request for information and Government use of such information.
