- The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Coastal Services Center Charleston, SC is issuing intent to negotiate a sole source procurement with the nonprofit organization American Planning Association, 1776 Massachusetts Avenue, Washington, DC, to provide facilitation and logical services during the 2010 American Planning Association Planning Conference being held in New Orleans, LA, April 10-13. The American Planning Association is uniquely qualified to support efforts in convening an international planning conference to promote advanced physical, economic and social planning to create communities that offer better choices for where and how people work and live. The APA National Planning Conference focuses on policies, tools, technologies, coordinated planning, public outreach as well as international partnerships to help enhance the future regarding delta urbanism, water management and sea-level rise. Additionally, no other institution or organization has the resources to undertake the scale of this conference. The statutory authority for other than full and open competition is 41 USC 253 (C)(1), Only One Responsible Source. The applicable NAICS code is 541990 with a size standard of $7 million. Interested parties may identify their interest and must provide evidence of their capability to respond to this requirement by 11:00 A.M. EST March 11, 2010. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the government. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
