- Notice of Intent to Award a Sole Source Procurement - Research Corporation of the University of Hawaii/Hawai'i Conservation Alliance (HCA). The U. S. Fish & Wildlife Service (USFWS) in Portland Oregon intends to award a sole source firm fixed-price purchase order under the authority of Federal Acquisition Regulation (FAR) Subpart 6.302-1, Other Than Full and Open Competition procedures and FAR Part 13, Simplified Acquisition Procedures. The HCA shall organize and facilitate the annual Hawai'i Conservation Conference; organize and facilitate conservation training sessions, as determined by the HCA members - sixteen Federal and State agencies, and nonprofit non-governmental organizations; facilitate and oversee the development of information papers on critical conservation issues, as determined by the HCA members; develop and oversee the collection and distribution of information and data for the effective conservation assessment of lands in Hawai'i; oversee the implementation and coordination of the Pacific Islands Climate Change Cooperative (and FWS LCC initiative); and organize and facilitate meeting among stakeholders to promote natural resource management and conservation. The Hawai'i Conservation Alliance (HCA) is a consortium of Federal and State agencies, and nonprofit non-governmental organizations that work to promote conservation of native species and habitats, including federally listed species and critical habitats. The groups pool funds to achieve a common objective, and oversee the expenditure of those funds through the administrative structure of the HCA. Over the course of the year, the HCA administrative structure carries out a number of essential functions on behalf of the member organizations. This includes the Conservation Forum, the Hawai'i Conservation Conference, conservation training, development of information papers on critical conservation issues, oversee the implementation and coordination of the Pacific Islands Climate Change Cooperative (and FWS LCC initiative), and support and organization of meeting among stakeholders that promote natural resource management and conservation. There is no other group in Hawai`i or on the mainland United States that carries out a similar function as the HCA. HCA is the only known source because of its uniqueness in supporting conservation of native species and habitats and coordination of such a large span of agencies. Therefore, the USFWS has decided to award this purchase order as a sole source acquisition. No solicitation or Request for Quote (RFQ) is available for this procurement. Nevertheless, any firm that believes it is capable of meeting the USFWS requirements described herein may submit a response no later than 03/01/2010 by COB to be considered. Responses to this posting must be submitted in writing via e-mail only. A determination not to compete the described purchase order based upon response to this notice is solely within the discretion of the USFWS.
