- Sole Source J&A AVID NON-LINEAR EDITOR WORKSTATIONS This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. The Government anticipates awarding this on a sole source basis to Avid Technology, Inc. 1101 Pennsylvania Ave., Suite 600, Washington DC 200004. The Defense Information School (DINFOS) has a requirement to add Avid workstations to support the training mission as dictated by their service customers. Purchase of any other editing system would not allow DINFOS to teach specific tasks as outlined by training requirements developed in the Training Task Selection Board (TTSB) and also satisfying the requirements of the organizational strategic plan. Specific detailes are contained in the Justification & Approval, which is posted with this notice. Solicitation/synopsis reference number HQ002800326600 is being issued as a Request for Quotations (RFQ) and incorporates the following with the word “quoter” substituted for “offeror”. Provisions and clauses are those in effect through Federal Acquisition Circular 2005-38 (Correction), dated 10 Dec 2009. (1) FAR 52.212-1 (Instructions to Offerors – Commercial Items) (JUN 2008) (a)Re para (a): NAICS 334220; this requirement is unrestricted, Size Standard 750. (b)Note that para (k) requires quoter to be registered with the Central Contractor Registration (CCR) database at time order is issued and throughout performance. (2)FAR 52.212-2 (Evaluation – Commercial Items) (JAN 1999) with the following insertion in para (a) “lowest priced technically acceptable quote with acceptable past performance.” Technical evaluation will be whether quoted items satisfy all requirements in CLINs 0001-0003 description, as shown below.
