Description
This is a Pre-Solicitation Notice for a Professional Services Multiple Award Indefinite Delivery/Indefinite Quantity solicitation to support the Bureau of Reclamation, Technical Service Center, Denver, CO. A previous sources sought notice was posted under Solicitation No. R10PS80154. Support services performed under this contract include technical and professional services to support execution of Reclamation's mission. The types of services may include, financial analysis and accounting, data collection and manipulation, engineering research or consultation, technical document preparation, cost estimating, scheduling, and construction inspection and management. Architect-engineer (A-E) services, as defined under FAR 2.101, will not be included under this contract. Contract employees may be required to be on travel either occasionally or continuously in the performance of an assignment. The predominant service area includes the seventeen western United States, but may include other locations as required for client needs. The individual(s) providing the services may be physically located in the offices requiring the services, at their home office, or at the job sites of the projects which require their expertise. THIS SOLICITATION WILL BE 100% SET-ASIDE FOR 8(a) CERTIFIED BUSINESSES ONLY. The total combined contract capacity is valued at $35 million dollars. $7 million for the base year and $7 million for each option year should the options be exercised. The contracts will be for a one year base with four one-year option periods for a total of five years. Reclamation anticipates awarding two (2), possibly three (3) contracts, under this multiple award ID/IQ. The Government will obligate itself to obtain not less than $100,000.00 in services, for the life of each contract. Task orders will be awarded on either a firm fixed price or labor hour basis. Task orders will generally range between $15,000 and $80,000. Each task order will be competed among the successful offerors on a best value selection criterion and in accordance with FAR 16.505. The NAICS for this acquisition is 541690, with a size standard of $7 Million Dollars. Up to three (3) contracts will be awarded to the most highly qualified offerors. Sample task order scenarios will be used to evaluate the technical capability criteria. The evaluation factors that will be used to evaluate proposals will be (1) Technical Capability, (2) Management Plan, (3) Past Performance and (4) Price. Technical Capability, Management Plan, and Past Performance when combined will be significantly more important than price. The solicitation will be issued to FBO on or about March 15, 2010. An award is anticipated late April, early May, 2010. Joint Venture Agreements - Joint Ventures are allowable on competitive 8(a) set-asides, however, the joint venture agreement must be received by SBA prior to proposal due date and approved before award of any resulting contract. If you are contemplating a joint venture on this project, you must advise, in writing, your assigned SBA Business Development Specialist (BDS) as soon as possible. It is also recommended that this agreement be submitted as soon as practicable to ensure compliance with established regulations. Any corrections and/or changes needed can be made only when your BDS has adequate time for a thorough review before the proposal due date. NO CORRECTIONS AND/OR CHANGES ARE ALLOWED AFTER TIME OF SUBMISSION OF PROPOSALS OR BIDS.
