- NASA/GRC has a requirement for additional work under a current contract for thedevelopment of High Capacity Layered Oxide Cathodes, including the required tasks:Task 1: Use data from Year 1 work and input from NASA personnel to synthesizex[Li(LiaMnbMc)O2].(1-x)LiNi1/3Mn1/3Co1/3O2 particles with an optimized composition, andproduce 1 kg batches.Task 2: Solution-based Synthesis of mixed metal oxides 100 g quantities.Task 3: Solution-based Synthesis of mixed metal oxides 1 kg quantities.Task 4: Characterize powders synthesized in Tasks 1, 2 and 3 for a range of powderproperties.Task 5: Fabricate and characterize Li and Li-ion cells.Task 6: Provide progress presentations to technical monitor, submit final report anddeliver powders produced in the program.This additional work modification is an extension of a base contract and option that wasawarded under a competitive, multiple award NRA issued in July of 2008 under solicitationNNC08ZP022N.NASA/GRC intends to purchase the R&D services from NEI Corporation. The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon March 4, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
