Description
The U.S. Department of Health and Human Service, Substance Abuse and Mental Health Service Administration, Center for Substance Abuse Treatment (CSAT) through the Program Support Center, plan to award a sole source simplified, fixed price acquisition to NAADAC, The Association for Addiction Professionals, 1001 N. Fairfax Street, Suite 201, Alexandria, VA 22314. Utilizing the audience and reach of Recovery Month, SAMHSA and NAADAC, The Association for Addiction Professionals, will join forces to reach out to educate and inspire possible candidates to join the addiction field as career. NAADAC will hold a minimum of ten (10) Recovery Month and Addictions Professional Days, SAMHSA-sponsored, with an emphasis on workforce development and education. The Recovery Month and Addictions Professional Days will be an integral part of SAMHSA/CSAT’s 21st annual Recovery Month observance. This focus on state and local treatment needs is the principle goal of the Recovery Month community-based events and activities. Task 1 The contractor will conduct outreach to all its 46 State affiliates and their membership to develop focused events on Recovery Month issues, Addictions Professional Days with an emphasis in those states that are able, on workforce development. A minimum of ten (10) events will be conducted in the month of September, 2010. Task 2 The contractor and its State affiliates will collaborate with other partners where possible or with other events in the planning stages, to add and enhance the program in Recovery Month issues addressed above. Task 3 The contractor will travel to as many Recovery Month and Addictions Professional Days as budget permits to assist in event execution. NAADAC representative shall travel to a minimum of five (5) events. Task 4 The contractor will work with its State affiliates and other potential partners to celebrate and highlight the Addiction Profession career path and reach out to actively encourage new recruits through workforce activities at colleges/universities and high schools. Task 5 The contractor will establish a State affiliate "seed" program of $1,000.00 per city to a minimum of ten (10) cities, to offer funds along with technical assistance to help develop and promote activities. Task 6 The contractor will obtain issuance of state (gubernatorial), city (mayoral), and local (county) Recovery Month proclamations in each of the ten (10) event locations to declare September as National Alcohol and Drug Addiction Recovery Month in their jurisdiction. Task 7 the contractor must work with local affiliate to generate media coverage of each of the events and will include a detailed account of all media coverage to include copies of the coverage for each event in the final project report to SAMHSA/CSAT. Task 8 Copies of all generated materials, media coverage, photos, audio visual materials and hold harmless forms for all ten (10) events will be submitted as part of the final report by October 29, 2010 as well as to the producers of the 2010 Road to Recovery Wrap Show by no later than October 8, 2010. The proposed Simplified Acquisition is for services for which the Government intends to solicit and negotiate with only one source. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to complete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
