Description
SOURCES SOUGHT/REQUEST FOR INFORMATION (RFI) #VA798A-10-RI-0121 This announcement is a sources sought synopsis and request for information on a potential Request for Proposals (RFP) that may be issued for an enterprise-wide PC Refresh contract for the Department of Veterans Affairs (VA). The sources sought portion of this notice is being issued to determine if there are small business contractors capable of and interested in providing the required services. The notice also includes a DRAFT Performance Work Statement (PWS), which is being posted by VA for industry comment in order to clarify any vague language and improve upon the PWS prior to a formal solicitation being issued. It is anticipated an RFP will be issued for an enterprise-wide PC Refresh contract within the next 3 months, potentially resulting in the award of an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for PCs and Monitors to support all of VA. The contract will also include install and de-install of equipment, as well as maintenance over the life of the equipment. Contractors are not required to respond to this sources sought/RFI in order to provide a response to the anticipated forthcoming RFP. If you choose to respond, your response should consist of the following: Sources Sought Portion (1 Page limit): 1.Sources Sought Response Capabilities Statement - this is limited to one page using Times New Roman 12 pt font. Indicate your interest and capability to provide several hundred thousand PCs and monitors, by lease or by purchase, to all VA locations in and outside of the United States. Any other marketing language included in the response to the RFI beyond this one page capabilities statement will result in the response being discarded. Please indicate your socioeconomic status in your capabilities statement. Note: it is anticipated there will be significant subcontracting opportunities in the potential PC Refresh contract. If you are not interested in participating as the potential prime contractor, but would like to be considered by the eventual prime contractor as a subcontractor, please indicate that in your capabilities statement as well. RFI Portion (5 Page Limit Total, use Times New Roman 12 pt font): 2.Comments/Questions on PWS - Please submit comments/questions to the attached PWS. The purpose of this RFI is to clarify any vague language and improve upon the PWS prior to a formal solicitation being released. 3.Performance Standards/Thresholds and Incentives - Section 19 of the PWS discusses incentives. Please propose performance thresholds you believe are most important, along with an incentive structure for meeting those thresholds. What are the current industry standards for both Hardware performance thresholds and services/maintenance performance measures? 4.Life Expectancy/Life Cycle Support - Provide input as to the life expectancy of both the PCs and monitors you could provide under contract related to industry production lines. 5.VA desires an automated process for accepting delivery/installation. Provide information on the industry's capabilities for collecting onsite signatures electronically. 6.Comments on Hardware Specifications - Also attached to the Sources Sought/RFI are the draft specifications for both the Standard and Advanced PC Configurations. Please provide comment on these specifications. It is VA's goal to obtain a "vendor-neutral" processor specification. Please provide comment on the processor description so VA is able to achieve a "vendor neutral" processor description. You will not receive answers back to any questions posed. Do not submit any proprietary information in response to this RFI beyond the capability statement. Suggestions for language changes to the PWS may be incorporated into the final PWS included in the RFP. Submit all responses to the RFI electronically to the contracting officer, Jeff Bishop, at jeff.bishop@va.gov. All communication regarding this RFI shall be accomplished via email in writing (no mailed hard copies, no telephone calls). No contract will result from this notice, and VA is not responsible for any costs incurred by contractors in preparing their response to this notice. Responses are due at 5:30 pm CST on March 15, 2010.
