Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. In accordance withFAR 6.302-1, there is a reasonale basis to conclude that the agency's minimum needs can only be satified by Southern Convention Service which offeres unique supplies or services available from only one or a limited number of sources. Southern Convention Services (SCS), 10446 County Line Road, Madison, AL 35758 is a small business that has the capability, personnel and equipment to respond to this requirement and upgrade of existing trade show equipment previously designed and built by SCS. Having their personnel with a current working knowledge of the C-RAM system of systems and its multi-functional areas in critical to the display preparation and presentaton. The contractor shall provide the design, build, plan integration, transport and suppport the necessary materials for the C-RAM display for the conferences. The support shall include a sesign to modify and upgrade existing C-RAM trade show equipment and sumbission to the Program Office for approval prior to exposition. They shall implement the approved designed configuration as well as ship equipment to FIRES Confernec 140 North 4th Street, Louisville, KY 40202 by 15 Mar 2010.The contractor will provide set up instructions for the completed display system for the conferences. After the conference the contractor shall ship/return all equipment to the Southern Convention Service location. Solicitation number C121153266S199072316 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect though the current Federal Acquisition Circular. The associated NAICS code is 561920. C-RAM, Redstone Arsenal, AL. has a requirment to support the FIRES Conference at Louisville, KY 15-21 March 2010. Location of this event is FIRES Confernec 140 North 4th Street, Louisville, KY 40202. The Government desires the period of performance to be held from 15 March 2010 through 21 March 2010. The Government anticipates awarding of a Firm Fixed Price contract. The evaluation faxtors for this RFQ are technical capability, delivery, past performance and price. The Goverment intends to make award based on the best value. Best value means the expected outcome of the acquisition that, in the Governments estimation, provides the greatest overall benefit in response to the requirement. The government intends to award one contract as a result of this solicitation; however, the Government reserves the right to award no contract at all, depending on the quality of offers submitted. An offer will be considered non-responsive if technical acceptability and delivery are not met. The following Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)provisions and clauses apply to this acquisition: FAR 52.204-7 Central Contractor Registration; FAR 52.212-1, Instructions to Offerors Commercial Items: FAR 52.212-3, Offeror Representations and Certifications--Commercial Items. An offeror shall complete only paragraph (j) of this provision if the offeror has completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (b) through (i) of this provistion; FAR 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquisition. Offerors are required to be registered in the Central Contractor Registration database (CCR). Offerors must be registered prior to receiving an award for this acquisition or for any future awards. As a condition of receipt of this contrat, the Contractor agrees to implement the Department of Defense web-based software application, called Wide Area Workflow Receipt and Acceptance (WAWF-RA). This application allows DoD vendors to submit and track invoices and Receipt/ Acceptance documents electronically. This application allows for complete visibility throughout the acceptance and payment process. The web-site for registration is http://rmb.ogden.disa.mil. WAWF training can be accessed at http://www.wawftraining.com/. Responsible sources may submit a capability statment, quote or proposal which will be considered by the agnecy. This action will be evaluated based on a best valuedetermination taking cost, technical capability and past performance into consideration. Award may be made to other than the low bidder.
