- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA) Station Support/Simplified Acquisition (SS/SA) Branch, on behalf of the National Institute of Mental Health (NIMH) intends to negotiate and award a sole source purchase order to Cold Spring Harbor Laboratory (CSHL) for meeting space, lodging and meals for the Cold Spring Harbor “Brain Camp II” on March 13-16, 2010. The goal of this meeting is to identify areas of neurosciences that are interest/relevance to psychiatrists and the best way to communicate to them. This is a small working meeting that will bring together outstanding psychiatry residents and research fellows with some of the most distinguished and thoughtful neuroscientist in the country. The meeting will consist of an intense four (4) days workshop. Opportunities will be provided for informal interaction to encourage creative thinking and exchange of ideas among attendees. Cold Spring Harbor Laboratory (CSHL) is a private, non-profit basic research and educational institution conducting groundbreaking research in cancer, neurobiology, plant genetics and bioinformatics. Cold Spring Harbor Laboratory is recognized internationally for its educational activities, including an extensive program of scientific meetings and courses that attracts more than 8,000 scientists to the campus each year. The acquisition is being conducted under simplified acquisition using FAR 12 procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
