Description
The Office of Substance Abuse and Mental Health Service Administration (SAMHSA), Center for Substance Abuse Treatment (CSAT), through the Program Support Center, Division of Acquisitions Managements, intends to award a sole source contract using simplified acquisition procedures to Faces and Voices of Recovery, 1010 Vermont Avenue, N.W., Suite 708, Washington, DC 20005. Faces & Voices of Recovery works in support of SAMHSA’s matrix area of Substance Abuse Treatment Capacity and Cross-Cutting Principles of Collaboration with Public and Private Partners; Recovery/Reducing Stigma and Barriers to Service; Cultural Competency/Eliminating Disparities. SAMHSA/CSAT is working to create a consumer-driven system of care where consumers actively participate in the decision-making role in available and effective treatment options to meet their individual needs. SAMHSA/CSAT is also working to help lower barriers to finding and maintaining long-term recovery from addiction to alcohol and drugs. This includes working to educate and reduce barriers and the stigma associated with medication assisted options and recovery for alcohol, illicit drugs and opioid dependent individuals. The contractor shall be responsible for but not limited to the following tasks: Task 1: Faces & Voices of Recovery will act as a partner for SAMHSA/CSAT’s National Alcohol and Drug Addiction Recovery Month celebration. Task 2: HHS/SAMHSA/CSAT will be kicking off an anti-stigma/discrimination campaign to help educate the general public about addiction, treatment and recovery. The campaign will work to expand the knowledge and understanding of the general public, insurance and medical community, social service community, criminal justice community and business community to help reduce the negative attitudes and perceptions. The contractor shall provide input in the outreach and materials development as well as to help reach the audiences and disseminate the materials, to include posting on the Faces & Voices Web site. Task 3: Expanding on the collaborative work done in previous years, the contractor shall conduct two (2) “webinar/teleconference” sessions to be held throughout the contract year. The webinar/teleconferences will tap leaders among the recovery movement and allies in the addictions field including the faith community on topics relating to recovery support service, reduction of stigma/discrimination and other issues of importance to the recovery community. Task 4: The contractor shall hold two “Train the Trainers” media advocacy training for emerging and existing leaders in the recovery community and allies in the addictions field including the faith community. The training, if not free to the attendee, must be for cost-recovery only. Task 5: In 2010, SAMHSA/CSAT will host a Youth Summit adjacent to SAMHSA/CSAT’s Joint Meeting on Adolescent Treatment Effectiveness (JMATE) in December 2010. The Summit will address prescription misuse, treatment and recovery issues and best practices for educating youth about the dangers of misusing prescription medications. For this effort, the contractor shall work directly with SAMHSA/CSAT and the awarded contractor for the prescription misuse educational outreach effort by identifying youth, ages 18 - 25 in recovery from prescription medications. Task 6: During the contract, the contractor will maintain a list of trained individuals and organizations working to reduce stigma and discrimination throughout the country as well as a list of speaker and conference participant pool of voices of recovery. Task 7: Continue to increase, maintain and updated recovery community constituency database, currently at 25,000 members as well as statistical resources compatible with HHS/SAMHSA data processing standards, needs, and requirements. Task 8: All products produced must cultivate and establish targeted outreach and emphasis on incorporating special populations and recovery community organizations. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
