- AMENDMENT NO. 6 Last day for RFIs is March 2, 2010. THE SUBMISSION REQUIREMENTS REMAIN THE SAME EXCEPT FOR THE DATE OF PRICE PROPOSALS. 1. IMPORTANT INFORMATION FOR SUBMITTALS ALL SUBMISSIONS ARE DUE by 2:00PM local time on March 4, 2010. PLEASE MAIL PROPOSALS TO: Small Business Utilization Center 26 Federal Plaza, Room 20-100 New York, N.Y. 10278 Attn: Janice Bracey 2. TECHNICAL PROPOSALS ARE DUE MARCH 4, 2010 AT 2 P.M. EASTERN TIME. PLEASE READ proposal Instructions in the Solicitation package PRICE PROPOSALS ARE DUE ON MARCH 8, 2010 AT 2P.M. EASTERN TIME. 3. A total of FOUR (4) copies and (1) compact disc containing an electronic copy of the document must be submitted. THE DATA SHEET POSTED ON MARCH 1, 2009 MUST ALSO BE INCLUDED WITH THE TECHNICAL PROPOSALS. 4. The following information must be on the outside of the sealed envelope 1) Solicitation Number/Title, 2) Due Date, Closing Time. Late responses are subject to FAR 52.214-7. QUESTION: In the event that additional excavation and backfill is required below the bottom of footing elevation shown on the drawings (-3.05m), to reach the Stratum 2 layer, will additional price and time compensation be granted to the Contractor for such additional work? ANSWER: The contractor will be entitle to any time or cost adjustment for unforeseen conditions. Please see Division 0 - FAR 52.243-4 and GSAM 552.243-71. QUESTION: Do the laws of the Commonwealth of Puerto Rico, including, but not limited to, the local "Civil Code", are applicable to this Solicitation? If applicable, to what extent? ANSWER: Contractor to determine. QUESTION: Does the 10-year warranty clause for latent defects, contained in the "Civil Code" apply to this Solicitation? ANSWER: No. Please see Division 0 - FAR 52.246-21 QUESTION: Does the State Workmen's Compensation Insurance Law ("Ley de la Corporación del Fondo del Seguro del Estado") apply to this Solicitation? ANSWER: Please see Division 0 - FAR 52.228 QUESTION: The standard steel formwork cross section of beams for this type of structure, has tapered sides. By using this type of formwork, form stripping is easier, efficient, and optimized. Will this cross section be allowed? ANSWER: Tapered beam forms may be structurally acceptable, provided that the resulting beam section is not significantly different than that shown on the Contract Documents, and the capacity of the provided beam is equivalent to that specified on the Contract Documents. They may also be architecturally acceptable, provided the taper is not significant enough to affect the design intent. The minimum beam width should not be less than the beam width specified on the structural drawings, and the maximum beam width should not be significantly greater than the beam width specified on the Contract Documents. An evaluation of any proposed tapered beam forms will be made by the Structural Engineer of Record and by the Architect during the Construction Administration process. QUESTION: Drawings only show crystalline waterproofing on foundation walls below the slab on grade and cold fluid-applied waterproofing at the stairs' and entry kiosk's roof. Do the structural decks have waterproofing? ANSWER: Structural decks do not have waterproofing. QUESTION: Amendment #2 states that the due date for the Price Proposals has been changed for March 8, 2010. However, there is no mention for the Technical Proposals. Does the due date for the Technical Proposal stays as March 4, 2010 or is it due with the Price Proposals? ANSWER: Technical Proposals are due March 4th. QUESTION: Please clarify what is the information you want in the item "a)(5) List of Major Trades" of the Project Fact Sheet. Is it the major trades performed by us in the project or you refer to a list of the subcontractors? ANSWER: List the major trade components in the project.
