- This notice seeks information on potential sources for a contemplated, firm-fixed-price contract in support of the 46th Test Group (46TG) effort to assess Man Portable Air Defense System (MANPADS) missile damage on large aircraft engines. The purpose of this planned contract involves predicting MANPADS damage effects on rotating General Electric (GE) manufactured CF6-50 engines. Tasks include consulting with the 46TG concerning the CF6-50 engine as it relates to MANPADS testing, verifying that the two CF6-50 test engines (owned by the 46TG and located at Wright-Patterson Air Force Base) are correctly configured for test operation, providing expertise for selection of a shotline, and generating LS-DYNA predictions of MANPADS damage with and without warhead detonation with the given shotline. Damage predictions must be delivered to the 46TG by 15 December 2010 and a detailed technical report concerning the predictions is due by 15 March 2011. The Government will provide the SA-7 MANPADS Missile Model as Government Furnished Property. In addition to the technical challenges of this planned contract, proprietary data is involved for which the Government has only limited rights. Therefore, the Government does not have a technical data package it can provide potential offerors relative to the CF6-50 aircraft engine or the CF6-50 engine model (LS-DYNA). This is a Sources Sought Synopsis for market research purposes only and is not a Request for Proposal (RFP). No solicitation is being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Participation is strictly voluntary with no cost or obligation to be incurred by the Government. North American Industry Classification System (NAICS) code for this acquisition is 541712, with a small business standard size of 500 employees. Interested and capable sources are encouraged to respond to this synopsis with a Statement of Capability detailing similar efforts, evidence of the ability to obtain proprietary data from General Electric, and an explanation of your ability to perform the above tasks. In addition to a Statement of Capabilities, firms responding to this announcement should include company name, CAGE code, point of contact, address, and indicate whether they are a small business, 8(a) concern, veteran-owned small business, service-disabled veteran-owned business, HUBZone small business, small disadvantaged business, or women-owned small business.
