- Synopsis - Sources Sought: The purpose of this synopsis is to gain knowledge of potential small businesses. The Tennessee National Guard intends to issue a Request for Proposal (RFP), reference W912L7-10-T-0010 for Telecommunications Indefinite Delivery-Indefinite Quantity (IDIQ), Multiple Award Contracts for installation, repair, and maintenance of telecommunication equipment/systems and services at National Guard military installations throughout the State of Tennessee. Typical work includes, but is not be limited to: installation of PBX systems; install, terminate and test copper and fiber optic cable distribution; develop dialing plans; program database requirements; install, maintain and service digital key systems, including performance of system administration and programming functions; install, maintain and high and low voltage wiring, motors, transformers, generators, lights, circuits and other electrical system equipment and components; splice and test indoor and outdoor fiber optic cable to manufacturers and industrial specifications using mechanical or fusion methods; install and service PCs, printers, and other desktop devices; provide classroom instruction on the operation, maintenance, and administration of PBX Key System, voice mail, automatic call distribution, traffic measurement reporting system and related peripheral equipment and applications; provide installation of telephone system end-user devices; direct and coordinate the efforts of project managers on multiple-site or multi-faceted projects; develop schedules and time lines using the critical path method; design building and outside plant pathways and cable distribution systems; provides detailed drawings, specifications and materials list; provide supplies. Prospective offerors can solely provide supplies, services or both supplies and services. All will be in accordance with individual delivery order requirements, specifications and drawings provided with each project. Locations: Each of the three (3) major regions of Tennessee National Guard projects; Knoxville/Chattanooga, East Region; Nashville, Middle Region; Memphis/Jackson, West Region, which includes approximately 101 locations total. Prospective offerors shall specify availability in one or more regions. Prospective contractors must be able to respond to routine work on-site of designated work region within 24 hours of notification. Total contract period, to include options, shall not exceed five (5) calendar years. Delivery Orders will range from approximately $200.00 to $250,000.00. All interested small business concerns shall provide this office, in writing, a notice stating their positive intention to submit a proposal as a prime contractor no later than March 10, 2010. This notification, which shall not exceed five type written pages, must include: (1)A Positive statement of intent to propose as a prime contractor. (2) Identification of firm with appropriate small business status, i.e. small business, HUBZone business, Service Disabled Veteran Owned business, Section 8 (a) contractor, Woman-owned small business, GSA etc. (3) A listing of projects completed during the past three years, both for government and private industry. The type of project, dollar value, Contract number, location, and Point of Contact are to be included. Indicate if you were a prime or subcontractor, and if subcontractor, provide a brief description of work involved. State if solely can provide supplies, services, or both supplies and services (4) A brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract. (5) Indentify the region of the state in which you will execute projects or if statewide. (East/West or Middle TN). In the event there is not a sufficient quantity of small business contractors available for adequate competition, this RFP will be advertised as unrestricted.
