- Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the US Army Research Institute of Environmental Medicine (ARIEM), intends to award a firm fixed price purchase order on a sole source basis to: Beckman Coulter, Incorporated, Miami, FL 33196. THIS IS NOT A REQUEST FOR PROPOSALS. No solicitation document is available. 1. Nature and description of the supplies or services required to meet the agency's needs: These IGF-I and IGF-I Free Kits are to be used for analysis of samples from IDF study. 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): Only Beckman Coulter (Diagnostic Systems Laboratories (DSL) provides these kits, which are vital for continuity and accuracy for sample analysis from the IDF study. Furthermore, the DSL-2800 kits are no longer produced and the only kits left in manufacturer's inventory. Previously obtained biological samples have already been analyzed by these kits, thus the same manufacturer must be used. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: Item 2) summarizes why a market research was not conducted. To ensure accurate analysis of data it is essential to maintain continuity by using these IGF Kits from the same vendor. Studies are conducted in several stages. Mixing up IGF Kits from different vendors could seriously jeopardize accurate analysis. 4. Any other facts supporting the use of other than full and open competition: None 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: None 6.
