- The United States Coast Guard Surface Forces Logistics Center, Contracting and Procurement Branch 2, intends to issue a Commercial Request for Quote (RFQ) for Dockside Repairs to the USCGC FRANK DREW (WLM-557), a 175 Foot Coastal Buoy Tender. The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The NAICS Code is 336611 and the small business size standard is less than 1,000 employees. The simplified acquisition will be issued as a Best Value Request for Quote (RFQ), on or about 10 March 2010. The RFQ will be issued via the Federal Business Opportunity (FEDBIZOPPS) web page at www.fbo.gov. THE ACQUISITION WILL BE SOLICITED AS A SMALL DISABLED VETERAN OWNED SET ASIDE. This requirement will be evaluated using past performance as an evaluation factor. Hard copies of the specification and solicitation will not be issued. It is incumbent upon contractors to monitor the FEDBIZOPPS web page for RFQ release and all subsequent amendments. FEDBIZOPPS also contains an optional automatic notification service. A CD-ROM containing all applicable drawings is available free of charge to contractors upon request not later than three (3) days from the solicitation issuance. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc). The acquisition is for the DOCKSIDE repairs to the USCGC FRANK DREW (WLM-557). The performance period will be 42 calendar days with a start date on or about 1 June 2010. The place of performance will be at the vessels homeport of Portsmouth, VA. The scope of the acquisition is for various repairs, aboard the USCGC Frank Drew, including but not limited to: Conduct Galley Fan and Motor Assy Maintenance; Modify shower drains; Clean and disinfect potable water tanks; Clean and inspect heat exchangers; Clean main diesel engine exhaust stacks; Clean ship service diesel generator exhaust stacks; Clean and inspect and test ship service/emergency switchboard circuit breakers; Clean and inspect ship service diesel generator motors; Clean galley shipboard ventilation systems; Clean laundry shipboard ventilation systems; Clean engine room shipboard ventilation systems; Clean and inspect and test hot water accumulator tank and hydro-pneumatic tank; Inspect and test air receivers; Provide temporary logistics; Perform hull and structural plating repairs (12.75-pound); Preserve hot water accumulator tank; Preserve hydro-pneumatic tank; composite labor rate and GFP report. All welding and brazing shall be accomplished by trained welders who have been certified by the applicable regulatory code performance qualification procedures.
