Description
This sources sought notice is issued for information and planning purposes only. This announcement is not a Request for Quote (RFQ) and does not commit the Government to solicit or award a contract now or in the future. No solicitation is available at this time. The purpose of this notice is to identify sources with the requisite qualifications that could provide the services stated herein. All responsible parties capable of performing the requirement indicated below are encouraged to respond to this notice. The NIST Research Library requires access to bibliographic citations, abstracts and full text in the field of Engineering for NIST Engineers, all available through a comprehensive database, for a base period from October 1, 2010 through September 30, 2011, and two one-year option periods. It is critical NIST engineers' research to have access to the most current engineering information in the most comprehensive database of engineering material that covers a wide range of Engineering disciplines and major specialties within Engineering from a wide range of countries. The database/tool required must meet the following minimum requirements: - Must be updated weekly - Must provide broad subject areas of engineering and applied science in a comprehensive manner. - Coverage must include nuclear technology, bioengineering, transportation, chemical and process engineering, light and optical technology, agricultural engineering and food technology, computers and data processing, applied physics, electronics and communications, control, civil, mechanical, materials, petroleum, aerospace and automotive engineering as well as narrower subtopics within all these and other major Engineering fields. - Must allow alerts to be set on specific research - Must allow user to tag records relevant to specific topic areas for later use. - Search results must be able to be refined by multiple fields. - Users of the tool must be able to view faceted results as a bar graph or have the ability to download them into a text file that can be imported into other software. - Online coverage must be from 1970, or earlier, to the present. - Must offer article level linking to the various databases and electronic journal subscriptions that the NIST Research Library subscribes to, so that NIST engineers need only to click through from their search to full text results. The following standards of Section 508 of the Rehabilitation Act of 1973 apply to this requirement: 1194.22 - Web-based Intranet and Internet Information and Applications 1194.31 - Functional Performance Criteria 1194.41 - Information, Documentation, and Support Sources that have the ability to carry out the tasks and meet the minimum requirements discussed above are asked to respond to this notice with a capability statement including a detailed description of current capabilities to meet each requirement. Those sources capable of providing a tool that can meet the aforementioned minimum requirements are requested to respond to this notice and in so doing, provide the following information: organization information to include company name and address, size of business as it relates to the NAICS code 519120 - Libraries and Archives (size standard of $7 million), and current point of contact (including telephone number, facsimile number and e-mail address). All responses shall be emailed to Keith Bubar at keith.bubar@nist.gov no later than 10:00 am EST March 15, 2010.
