- GPS Coordinates For NDS Sites The Coast Guard is seeking contractors interested in submitting proposals for providing propane to remote NDS radio sites located at the following locations: Juneau: Duke Island, Sukkwan Island, Cape Fanshaw, Zarembo Island, Mt. MacArthur, Robert Barron, Althorp Peak, Kodiak: Bede Mountain, Raspberry Island, Cape Gull, Sitkinak Dome, Marmot Island, Rugged Island, Valdez: Naked Island, Point Pigot and Tuklung. The NDS Radio sites to be fueled are remote sites that are only accessible by helicopter. There is no road access to any of these sites and the weather conditions can vary considerably in any season. Typical transportation of propane to these sites will include the use of a barge and/or helicopter. The full 'pickle barrels' are transported by barge to a location near the site and then slung to the remote site by a helicopter rated for that load. A fuel mechanic will then remove the barrel from the sling and transfer the propane from the 125 gallon 'pickle barrels' to standard 500 gallon propane tanks. This process is repeated until all tanks are at maximum capacity. Contractor shall perform propane leak checks (soap spray or sniffer) on all propane tanks and fuel lines at NDS remote sites, up to the location where fuel line enters generator hut. Leaks found during these inspections shall be isolated and repaired. Offeror must have experience with this type of task due to high risks associated with it. Contractor must have FAA certification and certification for sufficient load capacity. The anticipated start date will be 01 June 2010 and requirement is anticipated to extend through 31 July 2010. The applicable North American Industrial Classification Code (NAICS) is 481212, Nonscheduled Chartered Freight Air Transportation. A set-aside determination has not yet been made. The business size shall include any applicable preference program (i.e. 8a, HUBZone, Service Disabled Veteran Owned, small business). Interested parties should provide proof of their capabilities to perform this requirement by providing a description of past contracts and/or purchase orders.
