- This announcement is a request for A & E Services in Pennsylvania for Ag Waste Services. This Notice constitutes the only Notice for this requirement. The A-E firm shall furnish the necessary personnel, equipment, labor, materials, transportation, office space and related support facilities to perform the services described herein. This requirement has a NAICS of 541330 with size $4.5 million and this requirement is Small Business Set-Aside. This contract is being procured in accordance with the Brooks A-E Act as implemented in FAR 36.6. Firms will be selected for negotiation based on demostrated competence and qualifications for the required work. This contract will be an IDIQ (Indefinite Delivery and Indefinite Quanity) which will consist of one or more Task orders. The contract period shall not exceed 5 years. The guaranteed minimum task order amount is $5,000. The total contract base plus option years shall not exceed $250,000. ************************************************************ DESCRIPTION: USDA-Natural Resources Conservation Service (NRCS) has a requirement in Pennsylvania for Architect and Engineering firms interested in contracting for A&E Services for the engineering components of Comprehensive Nutrient Management Plans (CNMP) or Conservation plans, specifically for waste storage facilities, manure transfer, heavy use area protection, roof runoff structures and other associated practices. This requirement has a NAICS of 541330 with size $4.5 million and this Requirement is a Small Business Set-Aside. A&E services will include the site investigation, design, and construction quality assurance and certification of such conservation practices at various locations in Pennsylvania. Construction activities include quality assurance inspections, as-built surveys, and certification. Delivery orders to be generated are expected to be civil, agricultural, and environmental engineering services needed to design and implement elements of a CNMP. The A&E services may be required to perform all aspects of the site investigation, survey, design, construction quality assurance, and final certification of conservation practices needed to implement BMP’s as part of a CNMP or conservation plan. These services shall include: 1) Investigation of current operations. 2) Engineering surveys. 3) Geologic and soils investigation and testing. 4) Design and preparation of construction plans, specifications and quality assurance plans. 5) Preparation of Operation & Maintenance Plans including emergency action plans. 6) Providing information the landowner for use in securing required permits. 7) Construction layout. 8) Quality assurance of construction. 9) Preparation of as-built drawings. 10) Certification of compliance with NRCS standards. NRCS anticipates the award to be an Indefinite Delivery Indefinite Quantity (IDIQ) type contract. Projects are potentially located in all parts of the state. The contract will be a Base Year with four one-year Options periods. The Option years are subject to renewal by the Government. Work under each of the contracts will be subject to satisfactory negotiations of individual task orders. The IDIQ contract calls for a minimum of $5,000 in fees for the Contract period with a maximum of $250,000. The estimated construction costs of the proposed projects are between $5,000 and $250,000. These IDIQ Task Orders could include the repair, expansion, modification, or replacement of existing systems. Services will also involve direct consultation with NRCS staff and the landowners for reviews and approvals of plans and specifications and with construction contractors for construction quality control. Design and implementation compliance will be in accordance with NRCS-PA Section IV of the Field Office Technical Guide (FOTG), and the NRCS Agricultural Waste Management Handbook, Engineering Field Handbook, National Engineering Manual, and all other referenced publications. The preparation of construction and design documents shall be in electronic formats with approved computer software. All drawings will be submitted in AutoCAD (version 2006 or later). SELECTION CRITERIA: All contractors will be evaluated on the following factors: 1. Professional Qualifications necessary for satisfactory performance of required services. (35%) At the minimum, the Project Manager will be a licensed Professional Engineer, registered in Pennsylvania. Please reference Description page 1 second paragraph. 2. Specialized experience and technical competence in the type of work required services. (35%) Evaluation will be based on the extent of directly related experience in performing engineering surveys and designs of the types of projects described: specialized education the university level, and all other education, training, and certifications. Evaluation will include experience and technical competence, in the areas of soil mechanics, soil conservation, hydrology, hydraulics, surveying, structural design, construction oversight and quality assurance, and all aspects of agricultural waste management systems. Examples of work shall be documented for review, as well as a description of the type of work performed. These descriptions will be evaluated based on documented complexity of work performed. 3. Experience with and knowledge of NRCS standards, specifications and technical references. (10%) Evaluation will be based upon the experience of the firm in general, and specific personnel to be used on the contract, with current NRCS standards, construction specifications, and other technical references that pertain to the application of selected conservation practices. 4. Company’s location in relation to the geographically focused areas. (20%) Evaluation will be based upon the firm’s proximity to Pennsylvania, physical location in PA and knowledge of the project areas in Pennsylvania. SUBMITTALS: Responses should include the qualifications of personnel and a description of the facilities, materials, equipment, and services which the A&E has to perform the tasks in this notice. Responses should also include the qualifications of proposed sub-consultants for all disciplines to be utilized. Standard Form 330s may be downloaded from the internet; search term = “SF 330”. It is recommended that each firm include with their SF330 submission a resume type brief addressing individually, each selection factor above. No more than two pages per factor should be submitted. Those firms that meet the requirements described herein and that wish to be considered must submit an SF330 in the Bid package. The SF330 must clearly indicate the office location where the work will be performed. The SF 330 or Package shall indicate the last 5 years of A & E experience and not to exceed the last 5 years experience starting from the FY 2009. Contractors submitting more than the past 5 years experience will be entertained; however, more than the 5 years past experience will Not add or affect the Evaluation. Firms responding before the closing date will be considered for selection, subject to any limitations indicated with respect to the criteria listed. Responses must also include a customer reference list with addresses and telephone numbers for all projects listed as related experience, and a project workload schedule showing proposed team members for the contract period. What is Central Contactor Registration (CCR) The Federal Acquisition Regulation (FAR) subpart 4.1102 requires all contactors be registered in the CCR database prior to being awarded a contract. CCR is the primary vendor database for the U. S. Federal Government. Vendors are responsible to enter and update information and assure its accuracy. CCR validates the vendor information and provides a secure central database for use by all Federal agencies. Detailed information about CCR is available on the World Wide Web at http://www.ccr.gov. The CCR customer assistance center can be contacted toll free at 1-888-227-2423. Registration Process for first time users of CCR The first step is to obtain a Data Universal Numbering System (DUNS) number, which is a unique nine-character identification number provided by the commercial company of Dun and Bradstreet (D&B). To request a DUNS number call D&B at the toll free number 1-866-705-5711 or register on line at http://fcdgov.dnb.com/webform. Be aware that you will be include in the D&B marketing list and you must opt out if you do not want your company name sold to others. Once you are issued a DUNS number, you must wait 48 hours prior to starting the CCR registration process. If registering on-line go to http://www.ccr.gov and select “Start New Registration”. If you wish to register by paper, you must print out a paper copy to address listed. Once are you are registered, you as the vendor must annually review/update to keep the CCR registration active. Data Universal Numbering System (DUNS) Number The Data Universal Numbering System (DUNS) Number is a unique nine-character identification number provided by the commercial company D&B. Call D&B at 1-866-705-5711 or access their website at http://fedgov.dnb.com/webform if you do not have a DUNS Number. The process to request a DUNS Number via phone takes about 10 minutes and is free of charge. Internet requests are fulfilled within 24 hours. Once a DUNS Number has been issued, it will be available for use in CCR within 48 hours. For further information on D&B and DUNS, please see the DUNS Number Guidance (http://www.bpn.gov/ccr/doc/DUNSGuidance.doc). You must have a different nine-digit DUNS Number for each physical location or different address in your business or organization as well as each legal division that may be co-located. When entering your DUNS Number, enter only the numbers; do not include dashes. User ID and Password Please note that Trading Partner Identification Numbers (TPINs) and Confirmation Numbers are no longer issued and are not accepted to access a registration as of December 21, 2009. The TPIN process has been replaced by a user account accessed by a user ID and password. Active registrations that do not have a user account associated with them after December 21, 2009 will not be able to convert to the user ID and password by means of their DUNS and TPIN.
