Description
The Federal Bureau of Prisons, Field Acquisition Office, located in Annapolis Junction, Maryland, seeks to negotiate and award multiple contracts for Architect-Engineering services for institutions located within the Mid-Atlantic Region (Kentucky, Maryland, North Carolina, Tennessee, Virginia, and West Virginia ). Work will include a wide range of design work associated with architectural and engineering services for various repair and improvement projects on new and existing structures at Federal Bureau of Prisons institutions in the Mid-Atlantic Region. Major service categories are required for architectural, civil, structural, mechanical, electrical, Life Safety, and environmental for compliance with State and National regulatory codes. Project cost estimating, energy conservation, surveys, soil testing, LEED program, and other speciality services may also be required. The resulting contracts shall be Indefinite Delivery/Indefinite Quantity type contracts with requested services being procured through individual task orders. The term of the contract will be for one (1) twelve month base period with the possibility of four (4), unilaterally exercised, twelve month option periods. The Government is not obligated to exercise any of the option periods. The guaranteed minimum amount of the contract is $10,000.00 per contract awardee per year and the estimated maximum is $250,000.00 per contract awardee per year. The evaluation criteria for contract award are as follows: (1) Firm = s Capacity and Capability (Size and make-up of firm and any consultants; available personnel by discipline/Production and quality control systems and techniques); (2) Firm = s Experience and Past Performance on Projects of Comparable Size (Experience by the firm, project team, and any consultants, including: experience with projects of comparable size and complexity/Past performance demonstrated by description of recent projects by the firm/Firms design ability relating to aesthetics, function, ease of maintenance, and energy conservation/Conciseness, clarity and completeness of the firm's studies and bid documents (Experience with correctional facilities is not mandatory); (3) Proposed Project Team and Organization (Key personnel proposed by the firm and any consultants/Professional qualifications and relevant experience, individually and as a team)); (4) Knowledge of Locality and Area Geographical Conditions (Professional qualifications and staff and/or consultants experience in the States within this Region/The firm's ability to meet local code and laws in the areas of this Region); (5) Proximity of Firm to Mid-Atlantic Facilities (MD, VA, KY, TN, NC, WV); (6) LEED Program and Green Building Design (Key members of the firm = s staff and consultants, trained and LEED Certified/Provide examples of previous Green Building and environmental friendly designs); (7) Historic Preservation Experience, Section 106 (Past experience of the firm and any consultants with State Historic Preservation Offices (SHPO), or the National Historic Preservation Requirements/Provide examples of previous historic preservation projects); (8) Experience Meeting Environmental Compliance (Experience by the firm and their consultants in evaluating environmental concerns and resolving the issues); (9) Experience with Fire Alarm and Telecommunications Systems (Experience by the firm and consultants in the areas of fire protection engineering and internal communication systems design). The evaluation criteria for #1 and #2 are the most important and equal to each other in relative importance. The remaining criteria are listed in descending order of relative importance. Discussions will be conducted with at least three of the most highly qualified firms. The A/E firm shall have its main office in one of the following seven states: District of Columbia, Kentucky, Maryland, North Carolina, Tennessee, Virginia, or West Virginia. Applicant responses to the aforementioned evaluation criteria shall provide four (4) copies of the Standard Form 330, Part I and Part II, and any attachments which will form the basis for the initial evaluation of qualifications. The firm = s DUNS number shall be included on the Standard Form 330. The North American Industrial Classification System (NAICS) code for this procurement is 541330, with a small business size standard of $4.5 million. This acquisition is a 100% set-aside for small businesses. All contractors interested in obtaining a contract award with the Federal Bureau of Prisons must be registered in the Central Contractor Registration (CCR) database, located at www.ccr.gov, and complete the On-line Representations and Certifications Application (ORCA), located at http://orca.bpn.gov. The website for registration is www.ccr.gov. Faith-based and community-based organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. Pursuant to Federal Acquisition Regulation (FAR) 10.002, the Government does not intend to use FAR Part 12 for this acquisition. The A/E Services shall be selected in accordance with FAR Part 36.6. All responses on the Standard Form 330 to this announcement must be received no later than 4:00 PM local time on March 25, 2010. Unrelated pamphlets or booklets are not requested or required.
