Description
ERDC Contracting Office intends to solicit on a sole source basis under the authority of FAR 13.5 to Zara Environmental, LLC. 1707 W. FM 1626 Manchaca, Texas 78652. This procurement is being conducted under Simplified Acquisition Procedures (SAP) - only one responsible source and no other supplies or services will satisfy agency requirements. Zara Environmental, LLC is the only known source capable of meeting the Government's requirements due to the unique capability to provide support and service for this product. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later 11:00 am CST on 9 Mar 2010. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this note. No RFP will be issued based upon the Notice of Intent. Interested parties may submit any information for consideration by the Government to Brittney.l.white@usace.army.mil with the solicitation number referenced in the subject line. Requirements are as follows: A minimum 0f 40 C. secretus crickets be collected from each of a minimum of 30 caves on Fort Hood. The Environmental Genetics & Genomics Team (EGGT) and its academic collaborators will provide personnel to lead the sample collection effort and the contract awardee will provide to field personnel to assist in collection. Because the locations of caves on the installation are often difficult to locate and access, and can present physically caves on the installation are often difficult o locate and access, and can prevent physically challenging and potentially hazardous field conditions, personnel provided by the contract awardee must include at least one field assistant highly familiar with caves on fort hood. Likewise field personnel should be well trained and experienced in caving techniques. Because C secretus cricket population numbers in caves can be highly variable, because cricket species in caves can be cryptic, and because several karst species are sensitive and must be treated appropriately, the contract awardee will provide at least one field assistant with proven familiarity and experience with C secretus crickets and other Fort Hood karst fauna. Finally, the contract awardee must hold appropriate USFWS permits for surveying karst fauna.
