Description
The U.S. Army Carlisle Barracks has a requirement to provide Health Care Policy Review for International Fellow Military Students for International Fellow Program at five (5) locations: US Army War College, Carlisle Barracks, PA; Command & General Staff College, Fort Leavenworth, KS; National Defense University, Washington D.C.; Western Hemisphere Institute for Security Cooperation, Fort Benning, GA; and US Army Sergeants Major Academy, Fort Bliss, TX. The work consists of reviewing International Military students dependent health care coverage to determine if they are covered through North Atlantic Treaty Organization (NATO), International Military Education and Training (IMET), Counter Terrorism Fellows Program (CTFP), Foreign Military Sales (FMS) Case, Country Direct, or a Reciprocal Health Care Agreement for compliance with DSCA Policy 07-27 and the policys ability to pay a United States health care provider while attending a United States Senior Service College. Contractor shall review policy for compliance and issue compliant or non-compliant reports, provide on-site education in group setting to all International Military Students to educate them about United States healthcare system once yearly, provide acceptable insurance options for those Students who may require additional coverage, conduct initial teleconference with representatives form the Military Treatment Facility third party billing staff, provide ongoing Healthcare Advocacy services to International Military Students and dependents, and provide reports to the International Fellows Program. A full description of the work shall be included in the Performance Work Statement in the solicitation. NAICS Code for this requirement is 524298 and the Size Standard is $7 Million. This requirement will be set aside 100% small business. The estimated release date of the solicitation will be on or about 19 March 2010; this is only an estimate and subject to change. Award shall be based on the Lowest-Price Technically Acceptable (LPTA) basis to include past performance. Prospective vendors must be actively registered as a small business with the Central Contractor Registration (CCR) System.
