- Description
- Arches National Park requires the furnishing and installation of louvered awnings at the visitor center plaza. Originally the plaza had a series of nine tensile fabric awnings/roofs attached to concrete and steel pillars at the entrance to the visitor center; however the fabric/cabling system was continually being damaged by the wind and so the fabric and cabling system was subsequently removed. The work of this contract is to design, construct, and install a louvered awning/roof system that can be fitted to the existing pillars. The work is located at Arches National Park visitor center. The visitor center is located six miles north of Moab Utah, on highway 191. Period of performance for this contract is 30 calendar days (desired) and 45 calendar days (required) after notice to proceed. Warranty. The warranty period shall be ten years (desired), and 1 year (required) on all parts and labor, including motor, mechanism, and electrical connections along with all louvers, louver framing, and paint coatings. There is no scheduled site visit planned, prospective Contractors may visit the site at any time. This is a Commercial Item acquisition with installation plus some electrical work (IF YOUR SYSTEM USED ELECTRIC POWER). The electrical work is subject to Davis Bacon Wage Rates and FAR part 36.This solicitation will be available at http://ideasec.nbc.gov on or about April 05, 2010. PAPER COPIES OF THIS SOLICITATION WILL NOT BE ISSUED AND TELEPHONE REQUESTS OR FAX REQUESTS FOR THIS SOLICITATION WILL NOT BE ACCEPTED. It is mandatory that all contractors register in the Central Contractor Registration database (www.ccr.gov) prior to award. The solicitation is a Request for Proposal (this announcement is not the Solicitation).The point of contact for this solicitation is Bill Spigel, Contract Specialist, Canyonlands National Park, Moab, UT. The Contractor shall submit with their bid proposal all required information for the evaluation criteria so that the Government can rate the Contractors proposals. This submittal will be one of the evaluation factors used to select the Contractor. Therefore it is imperative that the Contractor provide thorough, clear and accurate information regarding their proposal. The evaluation criteria are as follows:1. Design and Technical. The Contractor shall submit a preliminary design proposal. The design proposal shall give a brief description of the planed system, types of materials to be used, basic layout, electrical plan (if electric controlled), and maintenance requirements. The design will be reviewed for its ability to meet the specifications, the functionality of the design, the appearance, ease of maintenance, and the durability.2. Experience and Past Performance. The contractor shall submit information that will allow the Government to verify the Contractors experience and past performance in regards to performing the work required in these specifications.3. Contract Duration. The Contractor shall submit their time frame for completing the work of this contract. Contract time is from the date of award until acceptance of the project by the Government. This time includes time required for review and subsequent re-reviews by the Government if necessary. 4. Warranty. The Contractor shall submit their warranty period and products covered. 5. Price. The rating factor for price is such that when Design and Technical, Experience and Past Performance, Contract Duration, and Warranty are added together they are more important than price.
