- The VA Black Hills Health Care System, Hot Springs, SD plans to enter into a sole source negotiated procurement with St. Pierre, Inc., Rapid City, SD, who is a small Veteran-Owned Business for Project Number 568-10-204 Building 3A and 3B Office Renovations. Construction estimate is between $100,000 and $250,000 and applicable NAICS is 236220 Commercial and Institutional Building Construction. Authority to enter into this sole source procurement is in accordance with Public Law 109-461 the Veterans Benefits, Health Care and Information Technology Act of 2006 Section 502, Sub Section 8127 Para 4(c)as it has been determined that contractor is a responsible source with respect to performance of such contract opportunity, the anticipated award price of the contract will exceed the simplified acquisition threshold but will not exceed $5,000,000; and in the Contracting Officer's estimation the contract award can be made at a fair and reasonable price that offers best value to the United States.
