- THIS NOTICE IS FOR SOURCES SOUGHT ONLY. THE U.S. ARMY ENGINEER DISTRICT, NEW ORLEANS, IS SEEKING CERTIFIED Historically Underutilized Business Zone (HUB Zone) COMPANIES INTERESTED IN SUBMITTING PROPOSALS FOR A MULTIPLE AWARD TASK ORDER CONTRACT (MATOC) FOR CONSTRUCTION SERVICES FOR THE LOUISIANA HURRICANE PROTECTION SYSTEM. THIS NOTICE IS FOR SOURCES SOUGHT ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. SOLICITATION, SPECIFICATIONS OR DRAWINGS ARE NOT AVAILABLE. The tracking number for this announcement is W912P8-SS-10-0001. The NAICS codes for this proposed acquisition is 237990. The Federal Supply Code is Y299. The Government will use responses to this Sources Sought synopsis to make appropriate acquisition decisions regarding the type of procurement to be utilized to obtain construction services for improving Louisianas Hurricane Protection System. The US Army Corps of Engineers, New Orleans District, solicits a CAPABILITY STATEMENT from all qualified HUB Zone contractors to provide all labor, equipment, supplies, and services for heavy construction work. Work will include construction civil works projects in Southern Louisiana, that are expected to include, but not limited to: heavy construction work for levees, floodwalls, pump station construction or enlargement, roads, culverts, U-frame canal work, concrete bridge work, earthen channel enlargement and concrete lining, concrete or stones armoring, foreshore protection, etc. Accomplishment of this mission is anticipated to include, but is not limited to, general construction capabilities via a rapid response program. All interested certified HUB Zone contractors with the capabilities necessary to meet or exceed the stated requirements are invited to submit a CAPABILITY STATEMENT consisting of appropriate documentation, literature and brochures which should include: 1) Firm's name, address, telephone and fax numbers. 2) Identification of the company as a HUB Zone certified company. 3) Past experience with heavy construction work. Describe completed projects that are similar in size and scope to the proposed projects, the percentage of self-performed work, how the project was accomplished and performance rating for the work. Include any projects you have completed that have had short performance periods with expedited schedules. Include POC information. 4) Letter from bonding agency indicating your performance and payment bond capacity. (5) A statement verifying that you will perform a minimum of 20% of the work and how it will be accomplished. The CAPABILITIES STATEMENT for this sources sought is not expected to be a proposal, but rather a short statement regarding the companies ability to demonstrate existing or developed expertise and experience in relation to the areas specified herein. Any existing marketing material may also be submitted with the CAPABILITIES STATEMENT. IMPORTANT: Responses must be limited to no more than 10 pages. Submission of a Capabilities Statement is not a prerequisite to any potential future offerings, but participation will assist the Corps in tailoring requirements to be consistent with industry capabilities. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents WILL NOT be notified of the results of the evaluation. Statements that do not meet all requirements or submitted within the allotted time will not be considered.
