The objective of this procurement is to obtain reliable, efficient, and effective training operations and maintenance support. This is a full and open unrestricted competition using FAR 15 procedures. A Hybrid award, firm fixed price and cost plus award fee, is anticipated. Award will be based on best value using tradeoffs. The Period of Performance is estimated as follows: 1-month transition followed by 11 months of services for the base period. The contact will include four 12-month options. This contract start date is anticipated to be August 1, 2010. A pre-proposal conference/site visit is scheduled for March 31, 2010. This will be the only site visit. Please note that all attendees will be required to submit information to obtain a security clearance prior to attending the pre-proposal conference/site visit. Any responsible offeror may submit a proposal that will be considered by the Government. Potential offerors will be responsible for downloading their own copy of the solicitation and any amendments via this website. No paper copies will be available. No collect calls will be accepted. No facsimile transmissions will be accepted. All responses should be identified with the RFP number, name of firm, name of requestor, mailing address, telephone number, fax number, email address and should be submitted to the Contracting Office address identified in this notice. The NAICS code is 561210. The Small Business Size Standard for this NAICS is $35.5 million. The CDP COBRATF is used to train first responders, as well as international partners, in Chemical, Biological, Radiological, Nuclear and Enhanced Conventional Weapons (CBRNE) defense under actual toxic chemical agent environment conditions. The COBRATF at Anniston, Alabama is the only civilian facility in the United States of its kind. Its modern design and engineering, air filtration systems, and state-of-the-art technology provides safe, realistic toxic agent training. The complex consists of an administration building, a guardhouse (entry control point), outdoor training buildings, the main training building, and a storage building for supplies and materiel. The main training building has a medical aid station, a chemical laboratory, a centralized air monitoring control room, male and female locker rooms, a laundry, an equipment maintenance area, solid and liquid waste holding areas, air filter banks, and the facility safety control room. One large training bay, a service gallery, and six individual training bays complete the floor plan. The design philosophy for the main training building incorporates protection of the environment and safety of COBRATF personnel. The training building is maintained under constant negative air pressure to insure no toxic vapors migrate to the outside. Instructors use toxic nerve agents in small quantities within the toxic bays during CBRNE defense training. Due to the very unique nature of the CDP congressionally mandated mission, to provide training support including the use of Live Nerve Agents. Specialized contractor services and skills are needed for contracted training operations and maintenance support services at the COBRATF. Contractor must have experience in planning and executing programs governing manual labor for prolonged periods in lethal toxic environments. Personnel are required to be certified in the Chemical Personnel Reliability Program. Contractor personnel will perform Agent Handling Duties while others will perform General Toxic Agent Training. The Contractor is responsible to set up the toxic training areas prior to the entry of students, to clean up the toxic training areas after training, to process contaminated waste prior to disposal, and to provide emergency response during toxic agent operations. The design philosophy for the main training building incorporates protection of the environment and safety of COBRATF personnel. The training building is maintained under constant negative air pressure to insure no toxic vapors migrate to the outside. Toxic agents are stored in blast-proof vaults. Instructors use these agents in small quantities within the toxic bays during Live Nerve agent training. The contractor must have experience in public relations and maintaining public confidence with regard to industrial operations posing lethal threats to the surrounding community Due to chemical surety issues, services to be provided under this contract have a zero tolerance level for error. All Contractor employees must be Chemical Personnel Reliability Program (CPRP) certified. A contractor with limited experience will present an unacceptable level of risk to safety and security. Any violation of international treaty, federal law/regulation, Department of Defense (DOD) policy, or state environmental laws could lead to permanent injury or loss of life, significant environmental damage, and criminal prosecution/civil liability of both governmental and contractor employees.
