Description
The U.S. Agency for International Development Mission to Ghana (USAID/Ghana) intends to seek proposals from qualified organizations that are interested in providing services to develop for implementation, a Performance Management Plan (PMP) that will support the monitoring, evaluation and reporting of results under the Basic Education Program. The PMP shall comprise of components that will enable USAID/Ghana to obtain systematic feedback on the Basic Education Strategic Objective Results Framework and fulfill its performance measurement and reporting requirements as mandated in the Automated Directives System (ADS) and other Agency requirements including Operational Plan (OP) and Performance Plan Report (PPR) documentation. The scope of the proposed contract includes the development of an integrated database to support the archiving and reporting of performance data on the implementation of programs under the Basic Education Strategic Objective of USAID/Ghana. The PMP will serve as the primary programmatic framework and reference resource for the collection, compilation, analysis, verification and reporting of performance data on the Basic Education Program. All data collated from external sources, including implementing partners and host government entities for purposes of program reporting must conform to the framework established in the PMP. In order to enhance uniformity in the usage, reporting and aggregation of data from all sources, the PMP and the database functionality framework shall provide explicit guidelines on the processes of data collection through to reporting, verification and validation by USAID/Ghana. USAID plans to award a Fixed-Price contract for a total period of approximately seven months. This is a full and open competition, under which any type of organization (US or non-US, large or small commercial [for profit] firms, educational institutions, and non-profit organizations) is eligible to compete. The procedures set forth in FAR Part 15 shall apply. Offerors are advised that this procurement is subject to the availability of funds. This pre-solicitation notice in no way obligates USAID to award a contract, nor does it commit USAID to pay any cost incurred in the preparation and submission of the proposal. Furthermore, the Government reserves the right to reject any and all offers, if such action is considered to be in the best interest of the Government. All information required for the submission of an offer will be contained in the electronic RFP package that will be posted at www.fedbizopps.gov, no less than 15 days after this notice. Interested parties are advised to periodically monitor the above website for updates concerning this procurement. Telephonic requests or inquiries will not be taken. Responses to this RFP will be due approximately 30 days after release of the formal solicitation.
