Description
Sources Sought This is a Sources Sought notification. In no way should it be construed to be an announcement of a solicitation or solicitation. The purpose of this announcement is to seek from industry possible solutions to the required Army action. The majority of military installations publish their newspapers by providing editorial content to contracted vendors, who in turn pay for the printing. Any profit, through the sale of ads, is kept by the contractor. The Presidio of Montereys Monterey Military News operates under this type of an agreement. The Presidio seeks a contractor to assemble, print and distribute every other week a minimum of approximately 5,000 copies which will be tabloid page size (minimum 10 inch X 13inch) and will contain a minimum of 12 pages. A minimum of 21 issues per year (maximum 24) will be published. OR: The Presidio seeks a contractor to assemble, print and distribute every week a minimum of approximately 5,000 copies which will be tabloid page size (minimum 10 inch X 13 inch) and will contain a minimum of 12 pages. A minimum of 42 issues per year (maximum 47) will be published. The Contractor shall be responsible for the paste-up of each page of The Monterey Military News subject to the guidance, direction and supervision of the commander or his designated representative. The Contractor needs to be fully capable of receiving and transmitting editorial copy electronically, preferably via ftp, however e-mail is acceptable. The Presidio seeks a Contractor to lay out the publication. However, if by mutual agreement the layout is done by the Presidio staff, the Contractor agrees to either have a desktop publishing system compatible with The Monterey Military News editorial staff's or shall provide The Presidio editorial staff with such equipment. Currently the editorial staff designs with Adobe InDesign, but QuarkXpress might be a future possibility. The Contractor needs to use as camera-ready copy, a minimum of 600 dots-per-inch resolution laser printed pages. If final production is done at the Contractors place of business, the Contractor further needs to be able to provide a compatible desktop publishing system at the Contractor's place of business in order to accommodate last minute editorial changes. The Contractor shall contract with a printer who uses compatible equipment and software programs to ensure quality printing and photographs. Color photographs will be used as much as possible throughout The Monterey Military News. Newspaper staff is responsible for all editorial copy. Percentage of advertisements in The Monterey Military News: As a percentage of the total space available in The Monterey Military News, advertisements can range from 40 to 50 percent in any one issue, and will not exceed an average of 50 percent in any fiscal quarter. The issues prior to the Thanksgiving, Christmas and Easter holidays may have up to 60 percent advertising. Any insert or advertising supplement would not count in the total allowable ad percentage. Sufficient copies of The Monterey Military News will be provided by the Contractor and delivered by the Contractor to residents and offices at Presidio of Monterey, Ord Military Community, Naval Post Graduate School and La Mesa Housing Area. This provides a potential customer base of 2,381 residential homes within the Monterey Military Community in addition to the nearly 5,500 employees of the Military Community. And, although not supported by any scientific research, the number of more than 30,000 retirees in the Monterey area is often cited as an additional potential audience. Government funds: Neither appropriated or non-appropriated U.S. Government funds and material will be used to publish or distribute The Monterey Military News. The Presidio of Monterey is an element of the United States Government. This agreement would be a United States Government contract authorized under the provisions of Department of Defense Instruction 5120.4 as an exception to the Government Printing and Binding Regulations published by the Congressional Joint Committee on Printing. Although this contract is not subject to the Federal Acquisition Regulation (FAR) or the Defense FAR Supplement (DFARS), FAR clauses useful in protecting the interests of the Government and implementing those provisions required by law are used. NOTE: THIS IS NOT A SOLICITATION Respond to this Sources Sought Notification Interested parties should send a brief description of their ability to meet the above requirement as well as past company history describing other publications created. Interested parties are further invited to comment on Sources Sought notification to identify any possible obstacles to successfully completing the requirements of the United States Army at the Presidio of Monterey.
