Sources Sought Notice and Draft Statement of Objectives Sources Sought Notice Hosting Oracle Financial Management System NGA-SS-001 This Sources Sought Notice (Synopsis) is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the National Gallery of Art (Gallery). The Gallery is issuing this Synopsis prior to determining the method of acquisition. The purpose of this Synopsis is to measure the interest and availability of organizations that are capable of hosting the Gallery's Oracle based Financial Management System. In addition, information received may be used to revise the annexed Draft Statement of Objectives (Draft SOO) for this work. The Gallery's preference is for a firm-fixed price contract. The period of performance is anticipated to consist of one base year plus four option years. The Gallery requires that interested organizations submit a brief capabilities statement (Capabilities Statement) (no more than 10 pages in length) demonstrating their ability to perform the requested services. The Capabilities Statement must address, at a minimum, the following: 1) An Organization Profile to include number of employees in your organization, its office location(s), and hosting facility location(s) where the services could be performed. Indicate if those facilities are owned and operated by your organization. 2) An understanding of, and a technical description of, your organization's experience and knowledge in system hosting cutover services, technology hosting and administration services and application management services (these services are further described in the Draft SOO). 3) A description of your organization's prior experience serving in a prime contractor role (system hosting cutover services, technology hosting and administration services and application management services) for clients of similar scope and size and its experience, if applicable, in upgrading the systems hosted (to include a brief description of the upgrade and the associated technical challenges). 4) A description of your organization's experience in attaining and maintaining security accreditation for its hosting facilities or plans to obtain such accreditation under FISMA. 5) Corporate best practices and lessons learned that were derived from your organization's experience in hosting applications and assisting customers transition from incumbent hosting providers. 6) An outline of how pricing for hosting is structured. 7) Include any government contracts (GSA, GWACs) under which your services may be acquired. Specify whether your organization is listed under those contracts or whether its services may be acquired under other organizations' contracts (provide that name of those organizations, and the contract numbers). 8) This effort is currently under NAICS Code 518210 for Data Processing, Hosting, and Related Services. Would you recommend a different NAICS that would encourage wider competition? It is also requested that interested organizations review and comment on the attached Draft SOO (Comments) (no more than 5 pages in length). In your Comments, please address the questions below 1) Are there any objectives within the Draft SOO that are technically challenging? If yes, please explain further and suggest alternative strategies that could mitigate the implications of these technical challenges. 2) Are there any objectives within the Draft SOO that are too restrictive or does the wording of Draft SOO pose particular challenges? Please describe. 3) What is a rough estimate for the time from award of a contract for this work to the initial date when the Gallery's systems are expected to be fully operational in the new hosted environment? What are the primary drivers of this timeframe? How can these be streamlined? 4) Can you offer any other insights or recommendations not articulated in the Draft SOO that may help shape this potential acquisition? Interested organizations must submit a Capabilities Statement and are requested (but not required) to submit Comments. The Gallery is not obligated to and will not pay for any information received in response to this Synopsis. The Gallery may issue a Request for Proposal (RFP) as a result of this Synopsis, and should such a requirement materialize, no basis for claims against the Gallery shall arise as a result of responses to this Synopsis or the Gallery's use of the information provided in the responses as either part of our evaluation process or in developing specifications for the work described in the Draft SOO or any subsequent requirement. Interested sources are requested to submit their responses by e-mail no later than March 28, 2010 to the Gallery' point-of-contact e-premysler@nga.gov.
