Sources Sought Description: This announcement is not a request for proposal or quote and no award will be made from this announcement. It is a market research tool only. 1) The National Geospatial-Intelligence Agency (NGA) is issuing this Sources Sought notification as part of the market research analysis to obtain a better understanding of the current state of the marketplace, including commercial best practices, industry capabilities and commercial market service levels. 2) This Sources Sought request will expire 17 March 2010. When responding, please do not submit any proprietary information within the reply. Please limit responses to five typed pages in Microsoft format (with the exception of question 5(a); an Excel attachment is acceptable.) 3) The National Geospatial-Intelligence Agency (NGA) provides timely, relevant, and accurate geospatial intelligence analytical services, mission specific data, and information solutions to policy decision makers and federal agencies in support of the nation's homeland security initiatives. NGA is the imagery and geospatial data broker, integrator, and consolidator building a single Homeland Security Infrastructure Program (HSIP). The HSIP geospatial database supports domestic operational, situational, and strategic awareness of the nation's infrastructure to support crisis and consequence management, preparedness planning, and critical infrastructure analysis and protection. NGA is seeking a commercial database license. This is not an architecture/engineering services request. 4) NGA is in search of sources that can provide a database license of a Manufacturing and Business Points geospatial database (geospatial vector data layers) in support of Homeland Security, Homeland Defense, and Emergency Response & Recovery Missions to protect the nation's infrastructure in accordance with Homeland Security Presidential Directive (HSPD-7) and the National Strategy for the Physical Protection of Critical Infrastructure and Key Assets. The minimum requirement would be as follows: Animal Aquaculture Facilities, Crop Production, Dairy Farms, Farm Ranch Businesses, Cattle Feedlots, Hog Farms, Chemical Industries, Lubricating Oils & Grease Plants, Branches & Agencies of Foreign Banks, Foreign Trade & International Banking, Bottle Water Manufacturing, Breweries, Canneries, Grain Mills, Meat Packing & Processing Plants, Soft Drink Manufacturing, Air Shipping & Mailing Centers, Textile Plants, Blood & Organ Banks, Cemeteries & Crematories, Centers for Disease Control, Funeral Homes and Funeral Services, Wastewater Treatment Plants. A database license of Manufacturing & Business Points geospatial vector dataset will also include the desired geospatial data layers: Botanical & Zoological Gardens, Hunting, Trapping, and Game Propagation, Poultry Slaughtering/Processing Centers, Poultry Egg Production Farms, Grocery Stores, Flight Schools, Brokerages, Bullion Repositories, Commodity Exchanges, Federal Reserve Banks, Financial Processing Centers, Insurance Companies, Bakeries, Ice Manufacturing, International, Affairs Government Offices, National Security Government/Military Facilities, Space Research & Technology, Bulk Mail Centers, Private Non-Retail Shipping Facilities, Armament Manufacturing, Biological Products Manufacturing, Distilleries, Explosives Manufacturing, Medical Equipment & Supplies Manufacturing, Nitrogenous Fertilizer Plants, Pharmaceutical Preparations Manufacturing, Phosphatic Fertilizer Plants, Steel Plants, Veterinary Services, Amusement & Theme Parks, Bars, Casinos, Libraries, Vineyards/Wineries, and Bus Stations. 5) Please respond to the following questions in the requested format: a) What type of Manufacturing & Business Points data can your company provide to users (i.e., is there a specific list of data layers and related attributes that can be provided)? b) What are the typical horizontal accuracy standards which your company can achieve (in feet) with urban areas? Outside of urban areas (i.e., describe the typical methodology you employ which allows you to achieve these standards; how would you typically verify the geospatial locations of data points which reside within your Manufacturing and Business Points database)? c) Are there any metadata standards that your company would follow? What are they? d) How is your Manufacturing and Business Points database maintained, updated, improved (i.e., how would a your company provide your customers with updates; how frequently would these updates typically be provided)? e) What type of technical support could a company like your provide (i.e., availability of ongoing support, availability of specialized training, and additional types of support in times of emergency or crisis)? f) What, if any, license restrictions are on the data? g) Address flexibilities on licensing. NGA desires Title 10/50 availability to US Government; Exploration of Quadripartite Countries (defined here as United States, Canada, Great Britain, and Australia) Data Release, US Government coalition partner release, declared national emergency or crisis, non-Federal governmental disaster/emergency response agencies and/or personnel supporting the homeland security mission release. h) How would your company deliver data to a customer? i) In what format would you deliver the data? 6) Information Submission: If you are interested and/or can share current information about your ability to support this database requirement, please respond to the individual identified in the announcement no later than 5pm CST 17 March 2010, with the following information along with responses 5(a) thru 5(i) above. a) Your Central Contractor Registration (CCR) information (i.e., are you registered, size status, NAICS, etc). b) Your GSA Schedule information (if applicable). c) Current Government contracts for this data. If applicable, please provide a listing that includes: Contract Number, Contracting Officer name, email address, and phone number along with a brief description of data being provided. d) Technical and Contracting points of contact, name, email address, and phone number.
