- Notice of intent to award a sole source contract modification under contract N62742-05-D-1868, a Cost Plus Award Fee Indefinite Quantity/Indefinite Delivery contract under the authority of FAR 6.302-1. The proposed modification will increase the not-to-exceed amount by $20 million from $50 million to $70 million. Under the authority of FAR 6.302-1, the Government intends to award the sole source contract modification based on USA Environmental's extensive technical knowledge of on going projects for which they are able to provide continuity of highly specialized services and timely completion of project requirements in order to avoid duplication of effort and unacceptable delays. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested firms may identify and transmit their interest and capability to respond to the requirement to kristopher.m.tom@navy.mil no later than 4:00 p.m. Hawaii Standard Time (HST), 23 March 2010. A determination not to compete this proposed modification based on responses received to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct future competitive procurements. The general scope of work requires a wide range of services for performing munitions response and incidental environmental remediation at sites which potentially contain munitions and explosives of concern (MEC). The scope of work may include, but is not limited to, the following activities; (1) Systematic archival records search to determine the past history of MEC use, storage, handling and disposal; (2) Site assessment, investigation (e.g. sampling and analysis), characterization (e.g. type and extent); (3) Assessment of explosive safety, human health and environmental risk; (4) Evaluation, selection and design of remediation or response alternatives; (5) Evaluation and selection of detection alternatives; (6) Removal, demolition, explosive free certification, demilitarization, packaging, shipment and storage of MEC or other contaminants; (7) Transportation and disposal of MEC or other contaminants; (8) Defensible documentation of results including GIS database; (9) Recurring review of response action sites; (10) Determination and documentation of remaining post-removal site risk and compatible site uses. The purpose of the work is to allow for the reasonably safe use of the identified areas of concern. Work at the areas of concern may be on or beneath the surface of land areas, and may include beach, marsh, mud flats, surf zone and/or submerged water areas. Contract N62742-05-D-1868 expires on August 03, 2010. THIS IS NOT A REQUEST FOR PROPOSAL.
