Location will be the Large Seminar Room in Brookhaven National Laboratory's Building 703. All interested parties should contact Ms Carrie Sauter at sauter@bnl.gov with names of attendees. All attendees must be US citizens. ********** Brookhaven Science Associates, LLC (BSA) is seeking General Contractors in relation for construction of the Laboratory Office Buildings (LOB) for the National Synchrotron Light Source II (NSLS-II), which is located at Brookhaven National Laboratory (BNL), Upton, NY 11973. The LOB construction contractor will provide the site development, connection to utilities, and up to five LOBs either fully fitted out or shelled. Each LOB will be an approximately 35,000 sq. ft. building housing laboratories and offices. The contract will include construction of the LOBs and their interface with the NSLS II Ring Building and related site work. The fully fitted out LOB construction will include all foundations, structural steel, roofing, siding, glazing, mechanical, electrical, plumbing and architectural finish work to provide a complete and usable facility ready for occupancy. The shelled LOB will require additional mechanical, electrical, plumbing and interior finish before it is ready for occupancy but will have basic lighting, HVAC and fire protection to meet life safety code. The utilities provided under the contract will include connection to distribution systems for electric, water, steam and condensate, chilled water, sanitary, data and communication, and storm water, all located at the NSLS II site. The contract will require general conditions for oversight and coordination of all construction performed under the contract. This includes maintaining a safe and orderly job site and complying with 10 CFR 851; providing bonds and insurance; and managing the work activity to meet all contractual requirements. The period of performance is 24 months after contract award. The estimated value of conventional construction ranges between $40,000,000 and $80,000,000. Construction of the NSLS-II LOBs will commence in the spring of 2010 and will complete in 2012. The anticipated procurement method will be a Best Value Request for Proposal, to be evaluated based upon past performance and other technical factors. This is a Request for proposal for Construction Firms that can perform as a general contractor. General Contractors as used in this announcement, is an association, joint venture, partnership or other entity that will have overall contractual responsibility for the project construction. This acquisition is a "Best Value" procurement. The utilization of this procedure is expected to provide the greatest overall benefit to BSA. Best Value employs a trade-off process that permits award to other than the lowest priced offeror or to the highest technically rated offeror. The trade-off process associated with Best Value involves a comparative weighing of the evaluation factors and sub-factors identified in the RFP. Specifically, the trade-off process involves selecting the most advantageous offer based on an integrated assessment of both the proposal evaluation factors, taken in their assigned relative importance, and price. BSA will evaluate proposals in accordance with the criteria described herein, and will award a firm fixed-price contract to the responsible offeror whose proposal conforms with all the terms and conditions of the solicitation and whose proposal is determined to represent the overall best value to BSA, considering performance, capability, and price. In addition to the price proposal, the following factors have been identified as significant measures of a construction contractor's ability to manage and effectively perform on the contract. These factors are listed in their relative order of importance. Factor 1 - Contractor Safety Record and Program Factor 2 - Past Performance in Comparable Work Factor 3 - Key Project Personnel Factor 4 - Proposed Major Subcontractor Safety and Performance Record Factor 5 - Project Management Factor 6 - Quality Assurance/Quality Control Price will not be rated or scored, but will be a significant factor in the Best Value analysis. Offerors must demonstrate their capability to perform the work and their understanding of the requirements contained in the Statement of Work and must ensure that their proposals contain all information required by the RFP. The proposal should be prepared simply and economically and be legible, clear and coherent. This procurement is unrestricted. The purpose of solicitation is to identify qualified constructors with demonstrated experience in construction of projects of similar scope and complexity. BSA will evaluate each firm based upon the evaluation criteria contained in the Request for Proposal. If a large business is selected for this contract, it must comply with FAR 52.219-9, Small Business Subcontracting Plan, regarding the requirement for a subcontracting plan on that part of the work it intends to subcontract.
