- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. The Naval Facilities Engineering Command, Mid-Atlantic is seeking eligible small business firms capable of performing construction services for P835, Replace Fuel Pier, Craney Island Fuel Terminal, Portsmouth, Virginia. This project will remove the facility's existing Fuel Pier D, built in 1941, in its entirety, and replace it with new pier structures in accordance with the project's design drawings and specifications. The new pier will be constructed within the footprint boundary of the existing pier. The project will not require dredging. The scope of work includes intricate construction phasing and coordination in order to maintain continuous facility operating capability throughout construction, construction waste management/recycling, handling and disposal of hazardous materials (contaminated soil, lead and zinc chromate containing paint, mercury containing lights, and asbestos containing insulation), evaluating existing 18-inch diameter piping sections for reuse (to include cutting and blast cleaning), providing extensive new pier foundations and concrete deck construction, new access ramps/pavements, new pipe-ways, elaborate fender systems, moorings, new utility services and connections (potable water, fire alarm, telephone, security, and electricity), new pad-mounted oil-filled 75 kVA 13.2 kV-208 V transformers, new concrete-encased electrical duct banks and manholes, new cathodic protection systems, disconnecting and temporarily storing existing fuel loading arm transfer stations and then their reins! tallation and commissioning, new prefabricated loading arm operator shelters, extensive piping work (to include valves, strainers, controls, meters, flow straighteners, and service connections for JP-5 fuel, F-76 fuel, oily waste/waste oil, and reclaimed fuel oil), piping coating systems, new fire alarm system components, facility and security lighting, 120 V electrical power receptacles, elaborate interconnecting piping, pipe stripping systems, new walkways and gangways, new shoreline tidal protection systems, jurisdictional tidal wetlands avoidance, stringent environmental compliance and protective measures during construction, extensive and stringent construction quality control procedures, and detailed installation inspections and testing. The target award range for this project is between $25,000,000 and $100,000,000. See attached file for further details.
