THIS IS NOT A REQUEST FOR PROPOSAL, QUOTE, OR INVITATION FOR BID. THERE IS NO BID PACKAGE, SOLICITATION, SPECIFICATIONS OR DRAWINGS AVAILABLE WITH THIS ANNOUNCEMENT. IT DOES NOT CONSTITUTE A PROCUREMENT COMMITMENT BY THE U.S. ARMY CORPS OF ENGINEERS (USACE), AFGHANISTAN ENGINEER DISTRICT-NORTH (AED-N), IMPLIED OR OTHERWISE. NO CONTRACT WILL BE AWARDED FROM THIS SOURCES SOUGHT. A RESPONSE TO THIS NOTICE IS STRICTLY VOLUNTARY; NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS SOURCE SOUGHT OR ANY FOLLOW-UP INFORMATION REQUESTS. All responses will be used to determine the appropriate acquisition strategy for a future acquisition. After review of the responses to this Sources Sought Notice, and if the Government still plans to proceed with the acquisition, a synopsis and solicitation announcement will be published on Federal Business Opportunities and on the AED-N Website at http://www.aed.usace.army.mil/contracting.asp. It is the potential Offeror's responsibility to monitor this site for a future synopsis/solicitation, as they will not be notified. The U.S. Army Corps of Engineers (USACE), Afghanistan Engineer District (AED) is seeking interest for a Single Award Task Order Contract (SATOC), Firm-Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) contract for a Private Security Company (PSC) to perform Reconstruction Security Support Services (RSSS) for AED throughout the Afghanistan Area of Operations (AO). The purpose of this Sources Sought is to determine the interest, capabilities, and qualifications of the industry for this procurement. The synopsis will be full and open, and the magnitude contract price range for this IDIQ contract is $300,000,000.00 to 500,000,000.00. The period of performance of this contract shall be one base period of twelve (12) months and three (3) twelve (12) month option periods. The minimum guarantee for the base year shall be $500,000.00, and $250,000.00 for each option year. The purpose of this procurement is to find one PSC capable of providing RSSS including: labor, equipment, management, supplies, nationwide tracking and communications support for all AED personnel inside/outside of a secure compound, intelligence products to AED personnel for adequate situational awareness, personal security protection to select AED personnel, static guard services for AED facilities, teams to evaluate security conditions and construction activities at project sites, armored vehicles for all AED movements throughout the country, perform background checks on prospective AED local national employees, and transportation on fixed and rotary wing aircraft.
